The University of Iowa Hospitals and Clinics department of Ophthalmology is seeking a 100% Senior Financial Analyst (PBF4) Provide accounting, financial, and productivity analysis, leadership and support for all divisions of the Department of Ophthalmology. Services include but are not limited to establishing accounting principles, transaction monitoring, financial accounting, productivity analysis and monitoring, designing and providing timely analytical reports on finances, costs, expenditures, and operations, statistical analysis for research projects, preparing financial reports for internal management and external intermediaries, maintaining and providing technical support for departmental databases, designing and managing financial incentives/practice plan for faculty, establishing productivity targets for faculty, and reviewing departmental financial status with department leadership regularly. Develop, implement and advise managers/faculty and staff on UI/UIHC/CCOM finance policies and practices. Serves as finance representative and/or provide administrative interface to other University, UIHC, CCOM and constituencies internal and external to the Department.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES
  • Advise, train and educate faculty, supervisors and staff on Departmental, UIHC, CCOM and University finance and/or general operating policies, procedures, practices. Assist with inquiries or complaints requiring interpretation of the above listed items. Recommend and/or assist with the development/implementation of Departmental finance policies, procedures and practices.
  • Advise DEO, department administrator, supervisors and staff on appropriate financial accounts regarding the status and fund flows of such accounts.
  • Monitor the appropriate use of funds and facilitate the properly management and conformance by departmental personnel on expenditures. Ensure consistency of practices.
  • Advise and participate in departmental initiatives regarding financial aspects of various projects.
  • Assist in collection, maintenance and analysis of financial data across University, UIHC, CCOM platforms to prepare periodic and standardized financial reports and for internal and external use.
  • Monitor expenditures according to established departmental, divisional, and project budgets, provide timely reports on variances from such established budget, and make recommendations to reduce unfavorable budget variances.
  • Provide historical data and analysis for department administrator to budget for departmental, divisional, and project based activities according to funding sources and University, CCOM, UIHC, and departmental guidelines.
  • Perform and present statistical and data analysis for clinical service programs.
  • Perform complex statistical, cost and financial analysis of data reported in the various information systems.
  • Maintain financial, operational, and assist with accounting databases.
  • Complete complex recurring and non-routine reconciliations/reporting (ex: cash handling, deposits, transaction processing, etc). Provide quarterly expense reports.
  • Provide real time activity management analysis and recommendations, report on faculty productivity and operational statistics, and prepare financial reports for internal and external intermediaries.
  • Maintain liaison relationships with organizational functions such as University Finance and Accounting, CCOM Finance, UIHC Financial Services, and other UIHC and CCOM Administration units.
  • Assist and/or lead in ad hoc departmental operational and financial analysis projects in the resolution of Departmental operational and finance issues as requested by the DEO and administrator.
  • Maintain and promote positive communications and working relationships with faculty, staff, students and general public.
  • Participate in department meetings and events to maintain knowledge of the department and relationship with the faculty and staff. Attend regular meetings, training sessions and professional development workshops/seminars to keep current on policies and procedures relevant to position responsibilities.

Required Qualifications
  • Bachelor's degree in Business Administration or related field, or an equivalent combination of education and experience
  • (3-5 years) accounting, auditing, cost accounting, budgeting and/or financial analysis experience
  • Excellent written and verbal communication skills required including ability to compose communications and grammatically correct documents in a concise, logical and organized manner
  • Minimum of 6 months experience of statistical analysis and presentation
  • Demonstrate careful attention to detail and accuracy, strong organizational skills and ability to handle multiple tasks quickly and effectively, proactively establish priorities and meet deadlines.
  • Proficient in computer software applications (Microsoft Office Programs) to include SQL and MS Access databases

Desirable Qualifications
  • A Masters in Business or Healthcare Administration
  • 3+ years' experience with budget planning is highly desirable
  • Experience with grant budget policies and regulations by working with grant accounts and expenses, direct and indirect costs are highly desirable.
  • Familiarity with the ePro, ProTrav, and APPO systems
  • Previous experience working in a college/university and/or healthcare setting is highly desirable.
  • Knowledge of University of Iowa policies and procedures.
