We are looking for someone with experience of working in a Schools Finance Team, calculating school budgets and providing financial advice to schools. Management experience would be beneficial
This is a temporary position at £23.00 per hour, and you will be working full time, 37 hours per week.

Responsibilities

To drive, through sound financial planning and management, effective and sustainable schools at all levels within Buckinghamshire that contribute to building stronger communities.
Setting and delivering a vision that supports and drives schools and council services to recognise, strategically plan, and then deliver through the team, processes that ensure budgets and decisions taken by schools and the council mean that schools remain financially viable and maximise resources. This will include working outside of the team with internal services and external bodies to develop both a core financial advisory and planning service, as well as a traded offering that supports the council's and schools goals.
Responsible for leading and overseeing the management of the Schools Finance and Support Team
To promote and provide a professional finance support service to the Director of Finance and Procurement and the Service Director for Education and to educational establishments within the County.
To contribute to the strategic development of the service through membership on various steering groups and management groups including taking the lead on providing financial advice to Buckinghamshire Schools Forum
To take the lead on projects in relation to schools funding, including high needs and early year funding and ensure all financial matters are addressed satisfactorily and actions agreed to address any issues.
To participate / be part of Business Unit management teams, as appropriate and ensure all financial matters are addressed satisfactorily and actions agreed to address any issues.
To deputise for Head of Finance as appropriate

Essential Skills and Experience

Experience of working in a Schools Finance Team, calculating school budgets and providing financial advice to schools
CCAB Qualified or equivalent standard, with relevant post qualification experience and evidence of Continuous Professional Development
Ability to verbally communicate clearly and confidently, including the ability to write and present complex reports
Ability to lead, manage and develop staff and to multi task and prioritise your own work programmes and a small teams work programme in order to meet deadlines
Experience of supporting non-financial managers to manage their budgets
Up to date knowledge of accounting best practice and processes
Ability to analyse and interpret complex financial data and present to non-financial managers
Experience of Schools Finance and an understanding of the financial framework for schools
Excellent understanding of emerging developments within the scope of the specialist area
Proven ability to apply high levels of initiative and strategic awareness to problem solving and decision making
Authority and credibility to build relationships and engage successfully with colleagues, partners and customers
Excellent persuasion and negotiating skills, in order to motivate people and partnerships and influence outcomes critical to the organisation
Experience of managing significant budgets and resources
Excellent time management skills to manage a complex workload, prioritise and set deadlines
Good understanding of the key risks facing the organisation (both financial and non-financial)
Ability to provide insight and constructive challenge that directly influences decision-making and outcomes of the Business Unit
Demonstrates behaviours which model the council's values

Desired Skills and Experience

Management experience
Educated to degree level or equivalent standard
Substantial relevant experience as a technical /professional expert in a large complex organisation within a related specialist field
Substantial experience of defining and developing systems, policies, procedures and / or practices and contributing to strategy development
Extensive experience of managing change effectively in a variety of functional and business environments
