Our large Public Sector client are looking for a highly motivated, experienced Senior Business Analyst to supplement the existing digital team and lead the analysis for IT-enabled business change projects.

To be effective you will be familiar with a range of digital / web services and solutions, ideally where open source and cloud technologies have been applied with Agile development methods.

You will be an excellent communicator and be able to rationalise complex information to make it understandable for others to work with. Data Strategy / Customer workstream - Project Overview: Part of a Discovery phase to look at the users and uses of data across including customer data to develop a strategy and deliver a solution for the Programme. The primary purpose of this role is to:

  • Undertake business analysis to develop a deep understanding of users and their data needs for now and the future - at both a strategic level and detailed level, working closely with the project data analyst and architect.
  • Undertake 'as is', 'to be' and gap analysis - with a focus on data use, how the data interacts, data issues, data quality, data ownership and data management.
  • Elicit and analyse functional & non-functional requirements.
  • Analyse user problems and root cause analysis. Provide evidence of data issues and assess business impact. Present analysis in easily digestible form(s) for stakeholders.
  • Analyse user needs and turn these into clear and concise user stories that feed into a product backlog - encompassing functional and non-functional requirements
  • Be part of an Agile, user-focused and multi-disciplinary team, working closely with user researchers, service designers, developers to deliver services.
  • Apply user centred design principles and best practice.
  • Support the communication and delivery of solutions to meet user needs, and business change.

The successful candidates will have:

  • Experience of delivering to the Government Digital by Default Service Standard
  • A proven track record of Business Analysis throughout the project lifecycle; from eliciting user requirements that accurately capture user needs in formats tailored to suit the intended audience(s), to procurement, delivery and implementation of successful solutions / services
  • Experience of working as part of a team, in an Agile project environment with user experience teams, product owners, designers and developers to deliver new digital products and services
  • Experience of user-centred design practices (e.g. user roles, personas, user journeys, user stories, storyboards, prototyping, etc.)
  • Experience of leading business analysis to understand end user needs (e.g. workshops, focus groups, interviews, etc.)
  • Experience of analysing user research findings into service needs - to support the design and development of services
  • A sound analytical mind and able to clearly structure and effectively communicate high level and detailed business requirements
  • Strong business process modelling skills
  • Excellent interpersonal, communication and influencing skills
  • An understanding of Agile principles and software development methodologies
  • Experience in business change, rationalisation and transformation
  • Experience of writing user stories that have formed part of commercial tenders, and evaluation of tenders
  • Sound understanding of IT principles, to be able to knowledgeably assess the potential business impacts of a proposed technical solution

It would be advantageous to also have:

  • An appreciation of the roles of Architecture, Software Engineering and Test functions within the project lifecycle.
