Hays Accountancy and Finance are recruiting for the appointment of a Management Accountant within the Northern Ireland Civil Service. The ideal candidate will be available to start on short notice and will be fully qualified.

Your New Role

Main duties will be inclusive of the following:

  • Preparation of Monthly Forecast Outturn/Monthly Management Accounts including collating, analysing, interrogating and summarising financial information, liaising internally with Budget Holders and externally with the Department of Finance (DoF) and assisting with preparation of financial reports for Senior Management and the Departmental Board;
  • Preparation of the Provisional/Final Outturn exercise commissioned by DoF including meeting with all Divisions, co-ordinating input, reconciliation exercises, analysing variances, identification of issues and assisting with preparation of financial reports for Senior Management and the Departmental Board;
  • Monitoring of the Voluntary Exit Schemes of Arms' Length Bodies, co-ordinating input, providing information and guidance to Budget Holders and liaising with Public Sector Reform Division in DoF;
  • Maintaining an up-to-date understanding of the Department and its complex nature including budget issues;
  • Maintaining an up-to-date understanding of current public expenditure, planning, monitoring, control and accountability issues and the use of the DoF financial system to monitor and control public expenditure;
  • Developing and maintaining good working relationships with all stakeholder groups;
  • Maintaining Gantt charts, internal procedures, control reports and systems in line with internal audit requirements; and
  • Assisting with other financial management tasks on an ad hoc basis within the Branch.


  • Delivering high quality outputs at pace (prioritising work to manage monthly deadlines often to tight timescales).
  • This post requires technical and analytical skills, in particular the ability to analyse and report financial information efficiently.
  • This post requires extensive use of MS Excel and therefore excellent IT skills are essential.
  • The candidate must be self-motivated and able to work independently as well as working as part of the team.
  • As the post holder will be required to liaise with others within and outside the Department, highly developed interpersonal skills are essential, with the ability to communicate effectively with staff at all levels, including senior management.


What You'll Need to Succeed

Qualified Accountant- ACCA/CIMA/ACA/CIPFA or equivalent formal accountancy qualification;
A minimum of 2 years' experience post qualification in atleast one of the following categories:
  • financial planning and budgeting;
  • financial accounting/auditing;
  • management accounting and cost analysis;
  • investment finance; treasury management; and/or
  • development/implementation of financial systems.
