This position is flexibly staffed. This position will be filled at either the I or II level dependent on the applicant's qualifications and job experience.

What you will be doing :
  • Analyzing and reviewing financial data and provider billing reports to determine appropriate Medicaid rates for specific provider types. Rates are set using national models and modeled methodologies.
  • Interacting with Department of Health And Social Services (DHSS) partner agency staff and stakeholder health care organizations.
  • Using accounting skills, critical thinking, and understanding of state and federal laws to establish Alaska Medicaid reimbursement rates that ensure access to health care to Medicaid beneficiaries.
  • Participating in committees and stakeholder engagement sessions to help design and/or revise rate setting methodologies of health care services.

The Department of Health and Social Services Office of Rate Review (ORR) Team is a fifteen person team whose mission is to provide quality Medicaid rate setting services to ensure access to healthcare, support the department's programs, and ensure responsive health facility and services development.

You will work in a small interactive team dedicated to supporting our agency's mission and values. The workweek is typically Monday-Friday.

Minimum Qualifications
Audit and Review Analyst I:
A bachelor's degree from an accredited college in accounting, public administration, business administration or a closely related field, including or supplemented by 16 semester hours/24 quarter hours in accounting and three semester hours/four quarter hours in auditing.
AND
One year of professional-level accounting, budgeting, or financial management experience. The required experience includes such work as analysis, preparation, or evaluation of financial records and reports; cash management; financial auditing; financial planning; tax planning and preparation; or accounting systems administration.

Substitutions:

Four years of any combination of post-secondary education from an accredited college (3 semester/4 quarter hours equal one month) and/or paraprofessional or professional accounting experience will substitute for the required bachelor's degree if it includes 16 semester hours/24 quarter hours in accounting and three semester hours/four quarter hours in auditing.

A Master's degree from an accredited college in auditing, accounting, finance, or a closely related field will substitute for the required year of professional experience.

Possession of a Certified Public Accountant Certificate will substitute for the required degree and experience.

Audit and Review Analyst II:
A bachelor's degree from an accredited college in accounting, public administration, business administration or a closely related field, including or supplemented by 16 semester hours/24 quarter hours in accounting and three semester hours/four quarter hours in auditing.
AND
Two years of experience performing independent audits of limited scope, auditing small functions or agencies with no severe complications, to assure fiscal compliance with contractual or grant terms, or performing less complex management analyses and/or operational audits. This experience includes such work as the Audit and Review Analyst I with the State of Alaska or the equivalent with another employer.

Substitutions:

Four years of any combination of post-secondary education from an accredited college (3 semester/4 quarter hours equal one month) and/or paraprofessional or professional accounting experience will substitute for the required bachelor's degree if it includes 16 semester hours/24 quarter hours in accounting and three semester hours/four quarter hours in auditing.

A Master's degree from an accredited college in auditing, accounting, finance, or a closely related field will substitute for one year of the required professional experience.

Possession of a Certified Public Accountant Certificate will substitute for the required degree and up to one year of required experience.
Additional Required Information
Effective June 1, 2020 all General Government Unit positions are converting to a bi-weekly pay schedule (paid every two weeks).
The salary listed in this job posting reflects a bi-weekly salary amount.

FLEXIBLY STAFFED
This position is flexibly staffed. This vacancy may be filled at either the I or II level, depending on the applicant's training and/or experience. The full range of salaries is listed above. Starting salary will be determined by the level of the position. If filled at the Level I, promotion to the Level II will only occur upon successful completion of the probationary period and required training, as well as the applicant meeting the minimum qualifications of the higher job class and final approval by supervisor.
