The Welcome Center of Excellence supports the onboarding, renewal processing, and maintenance of Blue Shield of California's employer group business. This includes client relationship management for new mid-large size groups, development and management of implementation processes, coordinating cross-functional teams focused on client specific delivery of new or existing programs/products, along with process improvement of the end to end implementation workflow. Partnering closely with Blue Shield's operational and sales teams, the Business Analyst, Senior will be responsible for developing documentation standards and management of enrollment business rules, trending and root cause analysis of group requirement pends and issues, analysis of inbound and internal data relating to group onboarding, along with representing the Welcome Center of Excellence in large group requirements sessions.

Key duties of the Business Analyst include:

Provides analytical support through the analysis and interpretation of data in support of cross-functional business operations. Identifies opportunities for improvements and works cross-functionally to develop business solutions. Provides analytical support to multiple projects, establishing project plans and timelines and coordinating on projects with internal and external resources. Develops, prepares, and analyzes reports for management review and presents to various levels of management.

  • Provides highly complex analytical support through the analysis and interpretation of data in support of cross-functional business operations.
  • Defines business requirements on behalf of Welcome Center of Excellence and provides analysis to increase operational efficiency. Analyzes actual results against target and recommends interventions where appropriate.
  • Identifies opportunities for improvement in operational performance and notifies management of issues and problems requiring immediate attention.
  • May contribute to some financial analysis, including building business cases for new initiatives (cost/benefit analysis).
  • Support Operations and Sales through strategic consultation and critical thinking:
    • Demonstrate proactive approach to ensure understanding of the internal and external customer's expectations
    • Evaluate current large group processes and data elements needed to improve quality, productivity and results
    • Represent the Welcome Center of Excellence in project initiatives and requirements sessions with the ability to make empowered decisions impacting the implementation process or employer group experience.
  • In support of new and renewing business, provide timely and quality responses in the following key areas:
    • Root cause analysis and trend identification of pended group requirements to inform process, documentation, or system improvements
    • Arrival Pattern trend analysis and improvement efforts
    • Analysis of external reports and files required for the onboarding of non-standard new business
    • Updates regarding cross-functional process changes and initiatives
    • Reviewing data and reports against requests to ensure responsiveness and accuracy
  • Other duties as assigned.


  • Excellent analytical and problem-solving skills.
  • Typically, requires a college degree or equivalent experience and minimum 5 years of prior relevant experience.
  • Highly skilled in Microsoft Office tools (Word, Excel, Access, PowerPoint)
  • Experience with sales tools such as Salesforce preferred.
  • Healthcare experience preferred.
  • Must possess excellent time management and organizational skills and be able to handle multiple complex initiatives simultaneously
  • Experience in a deadline-driven environment
  • Experience with process improvement and creation of scalable, automated processes; familiarity with Lean, Six Sigma, or other process improvement methodologies preferred
