The position is assigned to the Atlanta VA Medical Center, in the Fiscal Service Department. The Incumbent assists the Chief Financial Officer and/or the Associate Director in conducting audits in the areas of finance, acquisition, logistics, payroll, and capital asset management quality control of the medical center.

Responsibilities

The primary purpose of this position is to provide professional audit services covering broad organizational and system programs. Assignments require problem definition analysis, planning, coordination, and problem resolution involving a number of organizational entities/work processes; result in, an assessment of the overall management of VA programs and functions.

Responsibilities

Conducts activities related to the detection of fraud, waste, and abuse.
  • Actively participates as a quality assurance advisor to the Chief Financial Officer.
  • Performs financial audits by examining accounts and financial records for certifying and attesting, that the financial statements fairly, represent the financial position of the organization as of a predetermined date.
  • Prepares well-written, comprehensive audit reports which, present findings, identify causative situations, and recommend corrective actions.
  • Provides consultative support to all Services to facilitate performance improvement, specifically in the areas of productivity, cost effectiveness, and quality of work processes.
  • Forms and leads special process improvement teams to review problematic processes and procedures.
Examines and tests operational records and controls to obtain sufficient evidence of financial system reliability.

Work Schedule: Monday - Friday, 8:00a.m. - 4:30p.m.

    Qualifications

    To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/14/2020.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

    You may qualify based on your experience and/or education as described below:
    • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: : Researching and interpreting laws, regulations, guidelines and procedures; planning and conducting audits demonstrating thorough experience with audit standards; conducting interviews and participating in briefings, collecting, analyzing and summarizing evidence to support conclusions. OR,
    • Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have at least 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree or a directly related field of study which demonstrates the knowledge, skills, and abilities required by this position. OR, Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized
      • experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only, graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

    Once the Selectee, has been hired for the Auditor, GS-0511-12 Position; this Selectee will need to complete Certification, during the first year before the anniversary date of employment.
