Summary

The Accountant is responsible for the operation and control of day-to day fiscal activities at the Central Iowa VA Healthcare System. He/she applies professional concepts and methodologies. In addition, he/she is knowledgeable in functional program characteristics and requirements. The incumbent provides analysis and technical expertise for accounting matters to the Supervisory Accountant, Finance Officer and Chief Fiscal Officer.

Responsibilities

Major Duties of the position include, but are not limited to:
  • Responsible for maintaining and controlling accounts and accounting transactions in a highly complex finance and accounting system. Incumbent maintains and inputs data into the Financial Management System (FMS) integrated and automated double entry accrual based accounting system.
  • Determines the need for and type of adjusting entries to be made at the close of every accounting period.
  • Responsible for reconciling and balancing with subsidiary accounts maintained in other sections and division, such as inventories maintained in Acquisition and Material Management Service as well as directing the reconciliation of cash transactions with the Treasure Department.
  • Authorized as a certifying officer in all classes of vouchers; held financially responsible for the validity and legality of all claims for which incumbent certifies for payment.
  • Examines and applies internal accounting controls and makes final decisions on technical accounting problems.
  • Conducts a variety of Finance internal audits and renders technical advice to facility staff on all levels with regards to account matters.
  • Serves as backup teller when needed.
  • Personally and financially responsible for the performance of all duties related to the proper receipt and disposition of all collections, and payments at a hospital utilizing a cash advance.

    Qualifications

    To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/16/2020.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

    Basic Requirements:
    Education
    : Degree in Accounting, or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
    OR
    Combination of education and experience
    : At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement, provided that a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study; and c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
  • GS-9 Minimum Qualifications: In addition to the basic requirements, applicants must have specialized experience and/or graduate level education directly related to this position.
    Specialized Experience: Applicants must have at least one year of specialized experience equivalent to at least the GS-7 grade level. Examples of specialized experience would typically include, but are not limited to: Following established policies and procedures in reviewing and processing a variety of financial transactions in an automated financial/accounting system including analyzing financial information for discrepancies and making corrective adjustments, creating and analyzing accounting systems reports for discrepancies and responding to a variety of customer inquiries on financial transactions.
    OR
    Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related;
    OR
    Combination of Specialized Experience and Education: Applicants may also an appropriate combination of specialized experience and education. Only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level. The education must have been earned in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

    GS-11 Minimum Qualifications: In addition to the basic requirements, applicants must have specialized experience and/or graduate level education directly related to this position.
    Specialized Experience: Applicants must have at least one year of specialized experience equivalent to at least the GS-9 grade level. Examples of specialized experience would typically include, but are not limited to: Adhering to established policies and procedures in reviewing and processing a variety of complex financial transactions in an automated financial/accounting system including analyzing financial information for discrepancies and making corrective adjustments, creating and analyzing accounting systems reports for discrepancies, reconciling general ledger accounts, and researching and responding to a wide range of customer inquiries on a variety of accounting topics.
    OR
    Education: 3 years of progressively higher graduate level education leading to a Ph.D. degree, or Ph.D., or equivalent doctoral degree.
    OR
    Combination of Specialized Experience and Education: Applicants may also combine education and specialized experience (equivalent to the GS-9 grade level) and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

    Physical Requirements: Work is primarily sedentary, but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to utilize these tools is required. Some physical effort is required in that incumbent lifts and carries reference books, working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the worksite. No special physical demands are required.

    Near the end of each pay period, month, quarter and fiscal year there are stringent deadlines which must be met due to payroll processing and the accounting period closing and the system downtime for report generation. This tends to put pressures on the employee, which can cause physical and psychological stress and fatigue.

    Work Environment: The work is usually performed in an office setting.
