The opportunity

As a Director, you will be responsible for constructing an optimal risk-adjusted funding portfolio while ensuring sufficient liquidity at the plan. Accountability of the Director, Funding & Liquidity includes oversight of all day-day short-term funding and liquidity management activities, operating in collaboration with groups in Total Fund Management (TFM) and leaders across asset classes.

Who you'll work with

You will have the opportunity to liaise with external and internal stakeholders including the Treasury and TFM, as well as investing departments and Strategy & Risk in support of enabling the evolving investment program.

What you'll do
  • Define and develop the strategic focus and direction for various Treasury activities with a forward-looking view to enable the current and 5-year investment plan including: counterparty relationship management, collateral management, funding capacity
  • Work within the Treasury team, lead the development and implementation of the funding plan, monitor the funding plan and assess trade-offs across various funding levers, impact on liquidity and development of new short-term funding capacity
  • Oversee Treasury desk day-day activities including oversight of risk within the overall funding and liquidity portfolios
  • Drive change in strategy as a result of changes in market environment and adapt business proactively in the face of constrained funding capacity
  • Monitor risk positioning and funding activities relative to the Investment Plan including capital plans vs. cash forecasts; actual cash usage; pro-forma view of financial leverage, liquidity for discussion at IC-TF
  • Escalate risks appropriately and ensures transparency within Treasury, TFM and at the IC-TF
  • Define counterparty strategy (banks, peer-peer, direct repo, etc.) including counterparty capacity and expansion of funding markets to support the overall total fund portfolio as well as value added activities with consideration to the global nature of the Ontario Teachers' portfolio
  • Ensure collateral management strategy is aligned and managed in accordance with evolving market conditions (including philosophy and strategy for what collateral to be posting, when to shift what is posted, etc.)
  • Monitor liquidity profile and requirements including KRI monitor, Contingency Funding Plan trigger monitor
  • Ongoing management, evolution and execution of various short-term funding and liquidity programs including: Repo, OTFT CP program, Ready Asset portfolio, T-bills
  • Drive the unification of tools required to oversee solvency and liquidity/leverage management of the plan on a day-day basis
  • Be the main point of contact with Centralized Execution, Financial Ops/Enterprise Operations Division for solutions in support of overall day-day Treasury activities
  • Maintain good relationships with funding counterparts with a focus for balance sheet availability in times of stress
  • Lead a group of investment professionals., build talent and capabilities for the Funding team - initial focus on building capabilities in Secured Funding & Liquidity
  • Develop talent and provide coaching and mentorship to immediate team and other Treasury/TFM team members
  • Provide timely and constructive feedback to improve performance
  • Recognize others' accomplishments, celebrate others' wins, be humble and provide colleagues with support and assistance
  • Demonstrate open, transparent two-way communication and proactively updates and share relevant information to build cooperation within team and across teams
  • Day-to-day oversight on short-term funding and liquidity requirements for the fund
  • Have direct influence through management of portfolio of financial liabilities that is, cost of funds and enhanced agility.
  • Direct impact to total fund returns and influence on overall asset policy mix.
  • Cross-asset class, geographies, regulatory complexity, internal collaboration, and technology complexity.
  • See big picture, provide thoughtful direction and make decisions for the benefit of the department and Total Fund

What you'll need
  • 12 + years of experience
  • Extensive experience in managing and continuously improving funding activities.
  • Deep knowledge of best-in-class funding capabilities, including innovative funding, balance sheet optimization, liquidity management, and performance metrics
  • Graduate degree in a related field (Finance, Economics, MBA)
  • CFA and/or other relevant industry designation preferred
  • Strong experience in developing tools/technology for investment decision making and risk oversight
  • Intellectually curious and have a diverse range of interests
  • Proficient in all Microsoft applications
  • Strong communication and presentation skills
  • Ability to engage and develop working relationships across the Fund and a wide variety of departments
