The ANAO is seeking a motivated, professional officer to manage the Management Accounting and Budgeting team. As a key member of a Finance Team within a small central agency, the successful applicant will be agile and willing to assist across other areas of the finance function, when required. This role would suit an applicant with considerable expertise and experience in management accounting in the APS, but who also has experience in other areas of the finance function.

The key duties of the position include:

As the EL1 Management Accounting and Budgeting Manager in the Chief Financial Officer (CFO) Team, under the broad supervision and guidance of the CFO, you will:
  • Lead and manage a team
  • Plan and prepare budgets, based on a sound understanding of business need
  • Monitor income and expenditure and develop projections of operating and capital expenditure costs, financial impacts of business, program or policy changes and expected revenue
  • Assist the CFO in developing and preparing submissions for the Joint Committee of Public Accounts and Audit (JCPAA)
  • Manage the ANAO's contribution to the Commonwealth Budget process including estimates updates, preparation of the ANAO's Chapter of the Portfolio Budget Statements and responses to Estimates Memoranda.

The work is characterised by:
  • A considerable degree of independent action and initiative, within constraints set by senior management
  • Ability to manage multiple priorities simultaneously and being comfortable working in an environment of changing priorities with tight timeframes.
  • The need for detailed, expert knowledge of Commonwealth financial legislation, standards, policies and guidelines
  • Analysis and decision making based on professional judgment that occurs in accordance with standards, policies and procedures
  • The need to think strategically, aligning the team's work with business needs and agency goals and objectives
  • Collaboration and liaison with agency management and other internal and external stakeholders.
Potential candidates should note that they may be required to work extended hours during peak periods.


The following are mandatory qualifications, certifications or licences required under legislation or policy to undertake the role:
  • A formal qualification in Accounting.
The following attributes are highly desirable:
  • Membership of the CPA and/or CA (or working towards membership)
  • Experience in the Commonwealth Budget process
  • Experience using CBMS and other finance systems, including budgeting systems
  • Experience in leading and managing teams.
