TRUSTEE/ TREASURER

BRIEF DESCRIPTION OF ROLE

The above charity based in Chigwell S W Essex manages approx.93 acres of land comprising 2 football fields, with a thriving youth football club, a very popular Pelican Playground, Nature Reserve, and open spaces with pond & swale, complete with pavilion and two halls. The site is maintained by 3 full time staff and volunteers from disability groups.

The Trust has a significant investment portfolio which funds the facilities above and allows the charity to make up to £100K of grants each year to qualifying bodies. The Trust uses a local firm of accountants to maintain the Trust's books and records on a day by day basis.

The Charity is looking for a qualified accountant to act as a Trustee and Treasurer.

STRUCTURE OF THE TRUST

Grange Farm Centre Trust is administered and managed subject to and in conformity with the provisions of a Scheme dated 25 September 1984 which was amended on 5 September 2019 approved and established by the Charity Commission.

Object of the charity and area of benefit

The object of the Charity is to provide or to assist in the provision of facilities for recreation and leisure-time occupation for the benefit of the inhabitants of the area of benefit in particular and the public generally with the object of improving the conditions of life of the said inhabitants.

The area of benefit is The Metropolitan Police District and such part of the district of Epping Forest, in the County of Essex, as is not included in the said Police District.

Trustees

The Scheme provides for 9 Managing Trustees made up as follows:

* 4 Co-optative Managing Trustees.

* 5 Nominative Managing Trustees.

* The Co-optative Managing Trustees are appointed by the body of Trustees for a term of five years.

The Nominative Managing Trustees are appointed as follows:

* 3 by Epping Forest District Council for terms of 4 years

* 2 by Essex County Council both for a term of office ending on the date of the appointment of their successors.

They are expected to attend quarterly Trustee meetings, an away day training day and such additional meetings as may be required. Each Trustee sits on at least one of the Trust's committees some of which meet every 6 weeks and others that meet quarterly.

RESPONSIBILITIES OF THE TRUST TREASURER

1. The person is the Financial Officer of the Trust and its two subsidiaries and he/she provides advice and guidance to the Trustees on all matters financial.

2. He/she ensures that the bookkeepers employed by the Trust maintain the books and records including payroll services of the Trust and its two subsidiaries and prepare Statutory Accounts for submission to Charity Commission and Companies House.

3. He is Chairman of the Trust's Finance & Investment Committee.

THE TRUST

Owns 93 acres which are held by Epping Forest District Council at Custodian Trustee.

The investment portfolio which on 5 July was valued at approx. £13m is split between Restricted Funds and Unrestricted Funds.

GRANGE FARM CENTRE TRUST LIMITED

Operational responsibility for the playing fields and The Pavilion vest with Grange Farm Sports Centre Limited (GFSC) a company wholly owned by the Charity. As agreed with the Charity Commission on 9 September 2013, a lease was granted by the Trust for GFSC for five years at an initial market rent of £30,000 per annum. Under the terms of the lease, GFSC can reclaim unrecovered expenses from the Charity. On 19 September 2018, a new lease for five years on similar terms to the previous lease was signed.

CHIGWELL MEADOWS LIMITED

Operational responsibility for the meadow lands swale and pond vest with Chigwell Meadows Limited (CM) a company wholly owned by the Charity. On 9 September 2013, a lease was granted by the Trust to CM for five years at a peppercorn rent. Under the terms of the lease CM can reclaim unrecovered expenses from the Trust. On 19 September 2018, a new lease for five years on similar terms to the previous lease was signed

SUMMARY

a. It is important that the Trust Treasurer is a Trustee as he is the Trust's Financial Officer.

b. That he ensures that the day to day duties are carried out by the bookkeeping business employed by the Trust and its two companies.

d. Liaises with Site Management Committee that all decisions made by that committee are in accordance with financial controls, are affordable and do not put trust assets at risk.

e. The Trust Treasurer is responsible for ensuring that the Trust approves and regularly updates Policies which ensure the Trust complies with its legal obligation and reduces risk to the Trust, Trustees and its two subsidiaries.
