Role Purpose:
* To provide the leadership, direction and coordination of activities for the Treasury Operations and Settlements Division. Take the day-to-day operational decisions, ensuring that the Division achieves its results and that it fully contributes to the delivery of the Treasury Department's goals.
* To manage the IDB's liquidity portfolios, cash flows, and banking relationships and to ensure quality processing of all Treasury's transactions and settlements with counterparties.
Key Accountabilities and Activities:
Strategy Implementation and Operational Management
* Participate in the development of the Treasury Department strategy, budget and business planning processes
* Create and implement actionable Treasury Operations & Settlements Division short to medium term operational plans and budgets with operational KPIs linked to the Treasury Department strategy
* Coordinate the Division's activities so that it effectively utilises its resources, manages its priorities, and is able to be both responsive and proactive
* Manage, monitor and evaluate the Division's on-going performance and quality of its outputs and services, identifying and initiating actions for improvement and innovation
Management of Liquidity & Cash Flow Positions
* Monitor and review short-term and daily cash flow liquidity for Funds under treasury's management responsibility
* Ensure that the size and maturity of the liquid assets portfolios are in line with the approved guidelines
* Review and systematically monitor the Bank's overall position of the liquid assets against its targeted liquidity levels
* Monitor economic / market developments; manage the bank's foreign exchange exposures and requirements, realign the currency mix and provide instructions to carry out foreign exchange transactions to manage the bank's SDR exposure
* Manage requests within delegated authority level (DoA) for new / revised exposure limits from counterparties and ensure compliance with risk management guidelines
* Manage and process money market, banking, and other related Agreements with relevant counterparties and in line with approved legal and risk management guidelines
Treasury's Transaction Processing & Settlements
* Oversee the processing of the Treasury Department's transactions and ensure accuracy of all execution details
* Supervise and monitor all the settlement activities performed with respect to treasury transactions with strict compliance to policies and procedures
* Supervise follow up activities on outstanding items and ensure necessary remedial measures are taken in case of delay/failure of any sort
* Supervise placement positions, reverse murabaha positions, and cash balances positions on regular basis. Oversee the timely and accurate processing of all deals and transactions, settlements and SWIFT messages/confirmations/instructions
Banking Relationship Management
* Establish and maintain sound banking relationships with correspondent banks as well as to follow up on new standards/regulations governing international payments and banking relationships
* Supervise the maintenance of a database of banking relationships with all related details
* Oversee and manage the IDB Group business relationships and communications with the Swift Organization
* Advise and provide recommendations to IDB Group for acquiring new Swift services and products.
Payments Processing
* Oversee proper and efficient processing of all payments activities and operations, including administrative and operational disbursements and entitlements to inside and outside beneficiaries
* Supervise determination of minimum balances and replenishment requirements
