We are inviting interested individuals to apply for the position of Chief Internal Auditor - (CONTRACT)
SUMMARY
The Chief Internal Auditor shall be appointed by the Council for a period of one (1) year and shall assist the University in accomplishing its objectives by conducting a systematic and disciplined review of the effectiveness of controls, risk and governance processes designed by management to meet the strategic, financial and operational objectives of the University. As part of the overall assurance framework, the Chief Internal Auditor will assist in ensuring the reliability of internal and external reporting and assists compliance with laws and regulations. The Chief Internal Auditor through the Audit Committee and the University Council will lead and direct independent assessments. Each assignment undertaken by Chief Internal Auditor is intended to provide independent, objective assurance as well as designed to add value and improve the operations of the University and shall be conducted in accordance with the Public Bodies Management and Accountability Act.
PRIMARY RESPONSBILITIES
Strategic & Operational
* Provide independent management and coordination of an institutional compliance programme
* Conducts operational, financial and Information Technology Audits to determine compliance with the provisions of relevant laws, regulations, policies and rules
* Develop comprehensive and systematic Internal Audit programmes
* Provide expert advice in the development of a compliance risk management programme
* Coordinate closely with all relevant stakeholders relative to the application, interpretation and enforcement of applicable laws and regulations
* Conduct protocol and procedure reviews to ensure adherence to University standards and their adequacy in achieving intended goals and objectives
* Remain abreast of the status of all compliance activities and identify trends
* Provide statistical analyses and evaluation data on existing internal controls to determine compliance with appropriate regulations, policies and procedures
* Assess and report incidents of conflict of interest and questionable business practices
* Prepare quarterly reports on the effectiveness of the University's compliance efforts
* In conjunction with the Office of Legal & International Affairs, develop and/or implement compliance policies and procedures for resolution of compliance issues and recommend courses of action for the future
* Provide prompt responses to requests for reports from the President and University Council
* Develop and initiate audit procedures and schedules to promote the reliability and validity of management controls, including fiscal operations, grants, contracts, human and physical resources acquisitions
* Identify audit issues and develop appropriate recommendations to address deficiencies, efficiencies and effectiveness of internal controls of all divisions
* Provide unbiased and objective assessments on the management and utilization of university resources
Visibility & Communication
* Create campus-wide awareness of the University's compliance programs, services and initiatives through education and training programs.
* Coordinate system-wide compliance education and training program to ensure University employees understand their responsibility in the areas of compliance and the policies, procedures and requirements that are relevant to their work.
People and Resource Management
* Work with subject matter experts to develop the most appropriate methods for maintaining employee awareness of laws, regulations and policies which impact University operations and sustainability
* Clarify duties and responsibilities for helping ensure ethical and legal behavior and compliance with codes of conduct and work with institutional representatives to maintain compliance standards populations through coordinated campus initiatives, resources, and effective admissions practices
* Collaborate with all divisions to promote a culture of accountability, ethics and compliance.
SPECIFIC JOB REQUIREMENTS
* Must be able to work independent and autonomously
* Must be able to think abstractly and concretely
* Must be able to make appropriate decisions where precedents may not be established
* Must be able to determine and recommend internal controls
* Must demonstrate excellent problem identification and solution skills
* Must possess the ability to create reports and conduct presentations with the use of varying software
* Must be able to handle complex organizational projects
* Must be results oriented with excellent customer service and problem-solving skills
* Must be able to positively influence behaviour while balancing legal and fiscal interests of the University
DECISION MAKING RESPONSIBILITIES
* Execute tasks within prescribed time frames involving known and unknown variables
REQUIRED KNOWLEDGE & EXPERIENCE
* Chartered Accountant along with a Master's in Finance, Law, Risk Management or related field
* Membership in the Institute of Chartered Accountants of Jamaica
* Certified Compliance and Ethics Professional would be an asset
* At least ten (10) years of audit experience (experience in higher education would be an advantage)
* At least five (5) years in a senior managerial capacity
* Knowledge of risk assessment and risk management methodologies
* Certified Internal Auditor (CIA)/ Certified Information Systems Auditor (CISA)
KEY COMPETENCIES
* Strong project management skills
* Ability to solve problems in vague circumstances
* Strong analytical skills
* Excellent written and verbal communication skills
* Strong computer skills including the ability to effectively use software applications such as Microsoft Word, Excel, Outlook, PowerPoint, Access and Internet Explorer is required.
