Responsibilities:

AML Policy, Strategy and Governance team member in charge of overseeing: : (i) Strategic Project to Uplift AMLCFT Controls in BOS/OCBC; (ii) AMLCFT Risk Governance, 4-Man Committee and Management Reporting Framework; (iii) AMLCFT Global Governance/Oversight for BOS overseas entities and BOS Trustees Limited.

Main Duties:

Anchor for Strategic Project to Uplift AMLCFT Controls jointly conducted with OCBC Group AML
  • Key responsibilities include continued co-creation with the regulators on the Uplift project; coordinate with OCBC Group-driven Steering and Working Committees; and working with BOS 1/1.5LOD to implement Uplift initiatives.
  • Monitor and track progress of Uplift initiatives in BOS Group, design effectiveness measurement metrics alongside Group, and arrange for quarterly engagement sessions with regulators.
AMLCFT Risk Governance, 4-Man Committee and Management Reporting Framework
  • Drive initiative to enhance Senior Management reporting of AML/CFT/Sanctions risks, review all management report information and deploy Data Analytics to build AML Metrics Dashboard.

  • 4-Man Secretariat role, reviewing all 4-Man cases (BOS and OCBC Group), and refining the BOS 4-Man committee processes towards a best-in-case AMLCFT Risk Governance framework.


AMLCFT Global Governance/Oversight for BOS Overseas Entities and BOS TL
  • Build up BOS Global Oversight role and design operating model to ensure alignment and consistency with BOS AMLCFT policies, procedures and initiatives.
  • Advisory and oversight role in support of BOS' exploratory efforts in new markets/countries.
  • Implement BOS Group-wide information sharing protocol and framework to safeguard BOS Group against cross-border AMLCFT/Sanctions risks.
  • Actively monitor for regulatory intelligence on global/overseas developments relevant to BOS.






Qualifications

Work Experience and Technical Skills
  • Degree with minimum 7 years of direct and broad-based compliance experience in the field of AMLCFT and sanctions.
  • Possesses strategic outlook to see and envision the future of AMLCFT work in BOS and an understanding of a best-in-class AMLCFT framework.
  • Strong technical knowledge and understanding of regulatory requirements on AML/CFT and sanctions in the context of banking, with added edge in understanding similar requirements related to capital markets intermediaries (trusts, funds, etc).
  • Strong understanding and active awareness of regulatory expectations in Singapore, international developments, emerging risks/typologies and global trends in relation AMLCFT and Sanctions.
  • Strong analytical capabilities and risk acumen to review management reporting information, with added edge in ability to embrace new technology or have data analytics/coding skills.
