GVRD is seeking a Finance Director who is a collaborative partner with their team, the Executive team, and department heads to achieve department and District–wide financial goals.

Reporting to the General Manager, the Finance Director, leads a team of 3 and will handle all finance activities and functions. GVRD has an operating budget of $7.9 million and a Measure K funding of $2.2 million. The Finance Director is a member of GVRD's Executive team; advises the General Manager, Board of Directors, and department heads on all financial matters, and addresses the financial needs and goals of GVRD.

Ideal Candidate:

This position requires the equivalent to a Bachelor's degree with major course work in accounting, finance, public or business administration, or closely related field plus 5 years of increasingly responsible financial management experience in a public entity environment such as a special district, municipality, or county performing accounting, operational and capital program budgeting and forecasting, development of financial statements, procurement and contract administration.

Provide oversight and direction of all District Financial activities: financial accounting and reporting, strategic planning, budget, audit, customer service, debt, investments, purchasing, and managing the Finance/Accounting team. This position is an exempt, at–will, confidential management position.


Receives general direction from the General Manager.

Exercises direct supervision over Finance Department staff.

ESSENTIAL FUNCTIONS– Essential and other important responsibilities and duties may include, but are not limited to, the following:

?? Assume management responsibility for all financial services and activities including general accounting, general ledger, accounts payable, accounts receivable, payroll, records retention, purchasing and inventory control, and related activities.

?? Verify fund balances with County auditor's office.

?? Prepare monthly financial statements and other reports for the Board and staff. Oversee and participate in the development and administration of the District annual budget; provide personnel budget figures for all departments; prepares final budget.

?? Perform complex and technical accounting and fiscal record management system analyses; identify and analyze problem areas in general accounting, payroll, and related systems; recommend and implement accounting system improvement.

?? Conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to fiscal records management programs, policies and procedures, as appropriate; prepare reports.

?? Serve as liaison for the Finance Department with the Board, other District departments and outside agencies; coordinate and assist with annual audit.

?? Carry out policies and procedures as set forth in the District's Policies and Procedures Manual.

?? Provide responsible staff assistance to the General Manager.

?? Stay abreast of new trends and innovations in the field of accounting and payroll record keeping systems.

?? Oversee development of financial and other documents including budget, comprehensive annual financial report, investment reports, rate notices, actuarial reports, agenda materials, and presentations.

?? Manage the District's investment portfolio in accordance with regulatory requirements and District Investment Policy, update as warranted.

?? Manage District procurement policy including signing authority levels, purchasing practices, and contract development in conformance with legal counsel recommendations and risk management guidelines.

?? Ensure compliance with applicable regulatory requirements, governmental accounting and financial reporting standards and other legal requirements relating to sound financial and administrative operations consistent with principles of good stewardship of public funds.

?? Represent the District in the presentation, discussion and exchange of information on finance related matters to the Board, public, regulatory agencies and business partners.

?? Actively promote the District's focus on customer service excellence and respectful communications to build strong work relations, both internally and externally, emphasizing productive and prompt resolution.

?? Perform related duties and responsibilities as required.


Knowledge of:

?? Principles, practices and methods of financial management, government accounting, generally accepted accounting principles, rate–setting, budgeting, payroll, auditing, long–term financial planning, internal controls, investments, public retirement systems, and purchasing.

?? Principle and core competencies of a leader, management, supervision, team building, and conflict resolution.

?? Techniques of optimal decision–making, risk and sensitivity analysis, prioritization, and management of complex and interactive programs.

?? Applicable laws, ordinances, and regulatory requirements.

Ability to:

?? Manage, direct and coordinate the work of support staff.

?? Perform all financial services activities including general accounting, general ledger, accounts payable, accounts receivable, payroll, records retention, and purchasing and inventory control.

?? Oversee and direct District–wide financial operations, services, activities, and maintenance of complex financial information systems.

?? Guide the preparation and monitoring of a comprehensive and complex budget.

?? Prepare and present clear, concise and timely documents, budgets, administrative and financial reports.

?? Perceive and analyze problems correctly and take effective action.

?? Interpret and apply Federal, State and local policies, laws and regulations as they affect the Finance Department.

?? Communicate clearly and concisely, both orally and in writing.

?? Establish and maintain effective working relationships with those contacted in the course of work; communicate effectively orally and in writing to a wide variety of audiences including irate or difficult people.

?? Interpret, explain, and apply principles and practices of general and enterprise fund accounting.

?? Proficiently use computerized and web–based information systems, programs, and hardware, modern office equipment and tools. Identify areas for improvement in systems and processes and implement appropriate procedures.

Experience and Training Guidelines:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:


Minimum of five (5) years of increasingly responsible financial management experience in a public entity environment such as a special district, municipality, or county performing accounting, operational and capital program budgeting and forecasting, development of financial statements, procurement and contract administration.


Equivalent to a Bachelor's degree from an accredited college or university with major course work in Accounting. CPA and/or Master's Degree desirable.


Environmental Conditions:

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Physical Conditions:

Essential functions may require maintaining physical condition necessary for sitting for prolonged periods of time

Licenses or Certificates:

Must possess a valid California Class C Driver's License at the time of employment. The ability to drive District vehicles is a specific requirement for this position. For that reason it is the employee's responsibility to maintain a driving record that is acceptable to the District's insurance carrier or be subject to dismissal.
