Job Overview/Summary

The Senior Finance Manager is responsible for overseeing program finances and other operational duties for the Amal project in accordance with IRC country office policy and procedures and USAID's Office of U.S. Foreign Disaster Assistance (OFDA)-funded program. S/he will provide financial and technical management to advise the COP on the best use of program resources. S/he will be responsible for all grant management, monitoring of sub-grant budgets, preparation of sound program budgets, monitoring of project expenses, and ensuring timely and accurate preparation of donor financial reports. Entitled Amal (“hope” in Arabic), the consortium will include international and Syrian partners with humanitarian response capacity. Pending donor approval of an award modification. The SFM will collaborate with the Chief of Party (CoP), Finance Controller and other program staff.

Major Responsibilities

Financial Accounting, Reporting, and Control

  • Monitor budgets to ensure that spending occurs as planned and that variances are anticipated, noted, and corrected; ensure that key program personnel are aware of budgetary resources and are able to monitor their respective budgets

  • Ensure program compliance with all US Government regulations and advise the CoP and Deputy CoP to help ensure efficient and effective program implementation

  • Review and consolidate monthly financial reports to ensure accuracy and to provide regular feedback to program managers

  • Prepare any budget revisions and projections and respond to any external questions from OFDA and/or internal questions from within IRC’s management structure; Confirm availability of funds for all requests for payment or charges to grants

  • Identification of procedural or training issues to be addressed to improve the quality of report data.

  • Preparation of written reports for review by the Finance Controller to identify key issues and provide recommendations for improving control processes or procedures

  • Prepare quarterly reports, projections, and any other required donor submissions

  • Prepare a consolidated annual fiscal report, including a cumulative life of project report

  • Ensure that an appropriate segregation of duties exists to ensure effective support of field operations and to protect the integrity of the project finance and administrative operations



Partnership Coordination and Capacity building:

  • Champion robust partner relationship management characterized by the core partnership principles from IRC’s Partnership Excellence for Equality and Results System (PEERS) of responsibility, results-oriented approach, equality, transparency and complementarity

  • Ensure appropriate proactive and reactive communications and engagement with IRC partners to implement sub-grant agreements and complete program deliverables through regularly scheduled partnership management meetings

  • Drive adherence to PEERS by working with Amal team and partners to complete quarterly monitoring visits and lesson learned reflections.

  • Systematically gather and utilize feedback from partners on IRC’s management of the consortium with aim to improve the consortium’s value and effectiveness

  • Assist in building the capacity of partners to manage OFDA funds and comply with donor rules and regulations based on Project Support Plan, sub-award special conditions, and other identified areas

  • Design, lead, and/or participate in relevant workshops and meetings to support coordination and collaboration, including quarterly partner monitoring visits and training events

  • Work with commitment, integrity and accountability on the “IRC Way” – Global Standards for Professional Conduct

  • Maintain open and professional relations with team members across the Syria country program, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions

  • Perform other duties, as assigned by CoP and Finance Controller
