BACKGROUND: The International Rescue Committee began relief operations in Jordan in
2007 to respond to a massive influx of Iraqi refugees. Today, the IRC’s
programming in Jordan is focused on refugees fleeing civil war in Syria. In
June of 2012, the IRC opened primary health care clinics in the northern border
cities of Mafraq and Ramtha, and a satellite office in nearby Mafraq. Today,
the IRC’s programming includes protection, women’s protection &
empowerment, health and child protection.
SCOPE OF WORK:
Based in Amman, Jordan the Grants
Manager will provide grant management, business development, and reporting
support to the Grants Unit, which oversees IRC’s Jordan portfolio. The Grants
Manager will work closely with program staff, finance and operations to ensure
quality management of emergency and recovery programs in the portfolio. The
Grants Manager is expected to work closely with the Grants Coordinator to
ensure that reports are developed and submitted in compliance with donor
priorities and requirements; and submitted on a timely basis. Likewise, the
Grants Manager will work with the Partnership Unit as it affects sub award
management, proposal development, and donor reporting.

RESPONSIBILITIES:

Award Management and Compliance.
- Submit highquality donor reports, narrative and financial, on a timely basis according toIRC and donor regulations. Ensure all required documents are included,complete, correct and approved by the respective Program Coordinator/s and
country management. - Work closely with theProgramfinance teams to develop standard reporting templates and tools
that will support improved narrative, logframe and financial reporting. - Maintain knowledgeof grant agreement language and regulations, serving as a knowledge resource on assigned donors and escalating questions where needed.
- Raise complianceissues proactively with the Grants Coordinator.
- Lead grant openingmeetings, quarterly grant review meetings, and grant close out meetings incollaboration with the Grants Coordinator.
- Lead management meetings, including monthlyreview of Budget vs Actual (BVA) reports to address and escalate any
projected under spend or over spend. - Keep the GrantsCoordinator informed of any projected inabilities to meet contractual obligations,report submission and spend rates/significant budget variances. Be able toproactively mitigate risks through proposing remedial solutions in consensuswith department headsCompile andrespond to information requests from IRC’s regional, London and NY offices.
- Business DevelopmentSupport thedevelopment of high quality proposals and budgets that are relevant to IRC’s
Strategic Action Plan and include input from key stakeholders (finance,
operations, programs, partners, etc.). - Contribute to allaspects of the proposal development process – including compilation/editing of
the technical narrative, development of budgets and budget narratives, draftingof required annexes, etc. - Work closely withgrant counterparts in NY, London, and Amman to ensure coordination and adherence to proposal timelines and requirements.
