Under the overall guidance and supervision of the Resident Representative, the Evaluation Analyst leads cross-portfolio analysis and information gathering, and provides strategic advice on synergies and linkages for oversight and partnership building purposes, including within the UN country team, with private sector and Malaysia as a recipient and contributor to South-South and Trilateral cooperation opportunities. Further, the Analyst will oversee the effective implementation of the evaluation policy, ensures that monitoring and evaluation requirements for the Country Programme and projects are met. This includes ensuring that objective evaluations are designed and implemented to assess the country programme relevance, effectiveness, efficiency, impact and sustainability of results; evaluations carried out in a credible and systematic manner; evaluation lessons and recommendations are used for programme design and contributes to implementation of priorities and results of UNDP Country Programme Document for Malaysia as per UNDP Handbook on Planning, Monitoring and Evaluating for Development Results.
As such, the Evaluation Analyst works in close collaboration with the Country Office Management, the Programme and Operations Teams as well as UNDP regional staff and Government officials.
Duties and Responsibilities
1. In collaboration with CO teams, leads analysis and data gathering on UNDP’s program and advisory portfolios, focusing on achievement of the following results:
- Fostering linkages, learning and synergies across UNDP’s core intervention areas in Malaysia with strategic policy or potential for scale, including Governance, Climate Change, Environment and biodiversity, economic growth and social inclusion.
- Establish systems and processes for enhancing programme-to-policy linkages developed with relevant programme teams.
- Enable Officewide and portfolio-specific learning initiatives based on analysis of potential new partnership areas and models, and national and regional trends.
2. Contributes substantially to the strategic engagement of UNDP Malaysia through front office advisory and analytical support:
- Leads analytical work and narrative preparations for key engagements with strategic partners, drawing on country office teams where needed;
- Provides advise and pro-actively seeks to strengthen Country Office portfolio to personnel linkages;
- Supports the strategic positioning of UNDP on UN Country Team matters;
- Conducts analytical work and tracking of portfolio relevance priorities, pipeline and impact for decision making, positioning and communication.
3. Provides analysis and general support to global initiatives of South-South cooperation, Innovation and SDG Accelerator Labs, Private and Financial Sector engagement:
- Identifies and enables office teams to leverage South-South and Trilateral Cooperation opportunities within UNDP’s global network as well as positioning home-grown solutions for global dissemination.
- Facilitates trans-cluster initiatives and cooperation, in particular fostering linkages between the UNDP SDG Accelerator Lab initiative and ongoing UNDP programmes and projects.
- Contributing to and supporting UNDP’s strategic positioning initiatives for SDG Finance and SDG Impact with private sector and domestic and international financing institutions.
4. Oversees Country Office programme and project M&E compliance and ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on achievement of the following results:
- Ensures compliance to and quality of UNDP corporate reporting submissions and processes.
- Analysis and support to oversight of monitoring and evaluation requirements during the planning, preparation and management of specific thematic, country programme/project evaluations and other types of evaluations and project reporting.
- Identification and formulation of lessons learned from evaluation findings, lessons learned and recommendations to be integrated into broader Evaluation Office knowledge management efforts, disseminated in learning events and channeled into decision-making processes.
- Promotion of evaluation standards, quality assurance/control and capacity development in the Country Office and project staff.
- Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy. Participation in results-oriented monitoring and evaluation training efforts for the Country Office.
Impact of Results
The key results will have a strategic impact on the overall positioning of UNDP in Malaysia in terms of data and evidence-based decision making, programming and learning while also ensuring effectiveness and M&E compliance of UNDP’s activities in supporting the national plans and priorities under the 2030 Agenda for Sustainable Development.

Required Skills and Experience
Education:
Master’s Degree or equivalent in International Relations, Political Science, Economics or related social sciences.
Experience:
- Min 5 years of relevant experience in international development issues, with some experience in monitoring and evaluation with a background and interest in the analysis of socio-economic issues and related policy matters.
- Experience in the usage of computers and office software packages, experience in handling of web-based management systems.
Language Requirements:
Fluency in English and Bahasa Malaysia is required.
