Description
The post-holder will provide Finance Business Partner services to Budget Holders, building effective business relationships and using their specialist financial skills and expertise to provide support, advice and robust, but constructive, challenge to ensure the effective operation of DCMS's systems of financial and budgetary control.
Principal duties, responsibilities and accountabilities
- Build and manage effective relationships with Budget Holders to provide a trusted, single point of contact between the Finance Function and the business, channelling enquiries and requests for advice to the relevant subject matter expert
- Provide high quality finance advice and timely financial management data, information and analysis to Budget Holders and more generally to support and enable good policy decisions and to enable them to manage their budgets in line with agreed government finance rules. Provide advice and guidance on all financial matters as necessary, from accounting to budgeting, auditing and the government's Estimates processes.
- Actively work to promote good financial management and to build an environment in which the advice and involvement of the Finance Team is actively sought at the start of policy-making.
- Deliver a customer-focused service that balances the needs of the Department with an understanding of local priorities. Act as an agent for change wherever the opportunity arises to protect, drive or add value.
- Build and manage effective relationships and networks with all interested parties on joint areas of responsibility or dependency, including Commercial, Human Resources, Legal and Internal Audit.
- Ensure that financial issues and risks are raised and recorded at an early stage. Work with those responsible to identify and implement appropriate mitigating actions and solutions
- Draft papers and prepare submissions to Ministers and the Permanent Secretary, as necessary, including the provision of financial data outside the Department, such as in answers to Parliamentary Questions and Freedom of Information requests.
Work effectively with other parts of the Finance Team to ensure the successful delivery of all aspects of its work, including the provision of monthly finance reports to the Board, HM Treasury and Cabinet Office returns and the completion of consolidated financial accounts.
Profile
The successful post-holder will be an experienced, successful finance professional with a solid history of delivery. They will be able to communicate effectively at all levels and provide expert advice on a range of financial matters, taking into account the needs of the business.
Other criteria necessary to carry out this role are:
Essential
- Full CCAB or CIMA accountancy qualification, actively training or willing to train for such
- Experience of providing financial advice on complex issues
- Collaborative and able to work well with others
- Highly numerate and literate
- Able to work well under their own initiative (a self-starter)
- Solutions-orientated and able to complete work in a timely manner without prompting
Desirable
- Business partnering experience
- Working knowledge of Managing Public Money and central government accounting and budgeting rules
- Intermediate or higher Excel skills
