An exciting opportunity has arisen for a Chief Accountant - Regulatory & Financial Accounting to join a company based in High Wycombe on a 6 month temporary basis.

Key Accountabilities:
- Lead, manage and take responsibility for the provision of professional support and advice on all functions within Regulatory and Financial Accounting.
- Manage the annual closure of accounts and audit process ensuring that statutory deadlines are met to and the accounts are accurate with exemplary working papers and unqualified by the External Auditor.
- Responsible for maintaining good working relationship between the Division and the external auditors.
- Lead the capital and collection fund accounting
- Prepare reports to Senior Management Board and Committee on Statement of Accounts, Collection Fund and Treasury management.
- Lead, manage and take responsibility for the quality and integrity of the data within the General Ledger and Asset Register and how this is reflected in the year-end financial statements.
- Responsible for preparing and implementing action plans (or coordinating actions in other Services) arising from External and Internal Audit reports.
- Prepare the Treasury Management Strategy, Medium to Long-Term Cash Flow and lead, manage and take responsibility for Treasury management operations.
- Lead, manage and take responsibility for the taxation affairs. Provide advice on VAT/Tax matters on the Capital Programme and to officers.
- Monitor and provide active advice on, the VAT partial exemption threshold and ensure timely and accurate completion of tax returns (e.g. VAT, CIS, etc.).
- Manage and take responsibility for administration, improvement and upgrades of General Ledger, Accounts Payable, Accounts Receivable, Treasury Management and Cash Receipting systems.
- Responsible for accurate, timely completion and submission of relevant, Government returns.
- Responsible for keeping the Financial Regulations up-to-date and promoting a sustainable cost-effective control environment that manages financial risks appropriately.
- Ensure that the team has knowledge resilience by coordinating the documentation of processes, ensuring they are accessible, and encouraging cross-working within the team.
- Undertake any other duties commensurate with the general level of the post.
Person Specification:
- CCAB qualified with 2 years PQE
- Experience of leading and managing finance team
- Ability to demonstrate previous experience of working in a finance role at a relevant level.
- Knowledge and understanding of financial accounting, VAT, and Treasury Management
- Knowledge and understanding of General Ledger system
- Strong financial and analytical skills
- Advanced Microsoft Office skills
