Position Summary

Reporting to the Chief Internal Auditor, the Director, Internal Audit has responsibility for leading the Internal Audit function's senior, staff and co–sourced audit resources. He/she will develop and execute audit programs, participate in the development of multi–year audit plans and coordinate with other control and monitoring functions to ensure optimal audit coverage. Further, the successful candidate will interface with executive management and the Audit Committee on a periodic basis.

Primary Success Factors

The Director, Internal Audit will demonstrate proficiency in:
  • Managing/overseeing the administrative aspects of the Internal Audit Department senior, staff and co–source auditors. This includes hiring, training, developing, corrective actions, terminating and general management as related to human resource requirements.
  • Effectively managing co–source arrangements for Internal Audit resources/services to add either subject matter expertise or staff augmentation as appropriate, with the consideration for diversity in both firms and resources used.
  • Developing and/or executing audit programs to assess the design and effectiveness of controls, compliance with laws and regulations, and governance of processes, systems or functions within the scope of the audit.
  • Assisting with the development of a flexible, comprehensive multi–year audit plan using appropriate risk–based methodology, including, but not limited to, any risks or control concerns identified by management, the FHFA and the external auditor.
  • Considering the scope of work of external auditors and regulators, as appropriate, and coordinating with other control and monitoring functions (enterprise risk management, compliance, security, legal, ethics and SOX) for the purpose of providing optimal audit coverage to the organization at a reasonable overall cost.
  • Implementing the audit plan as approved, including, as appropriate, any special tasks or projects requested by management and the Audit Committee. Proposing adjustments to the plan to the Audit Committee throughout the year as risks change.
  • Ensuring the Internal Audit Department will meet or exceed the International Standards for the Professional Practice of Internal Auditing of the Institute of internal Auditors and FHFA regulatory oversight requirements, including AB 2016–05 Internal Audit Governance and Function.
  • Assisting with the development and presentation of reports to the Audit Committee related to executing the approved internal audit plan, as well as providing updates on department activities and staffing.
  • Monitoring actions taken by management to address internal audit, external audit and FHFA issues.
  • Participating as a non–voting member of standing Bank management and risk committees; providing feedback to assist management with proactively controlling and minimizing financial risk and maintaining compliance with FHFA and Bank policies.
  • Continuously monitoring, evaluating and assessing significant new or changing services, processes, operations and control processes coincident with their development, implementation and/or expansion. Suggesting updates to the audit plan as appropriate based on the changing risk environment.
  • Participating as a member of the FHLBank System Audit working groups as appropriate, whether that includes data analytics, technology or other. In addition, identifying opportunities for cooperation with the audit staffs of the other FHLBanks.
  • Driving diversity and inclusion strategies and focus throughout the organization; working collaboratively with Bank leadership as well as process owners in achieving workforce, workplace and marketplace objectives.
  • Ensuring compliance with applicable policies, procedures and regulations to ensure safe and sound business operations.

Required Experience
  • Twelve or more years of relevant audit experience, preferably in large and complex financial services companies, with at least five years of managerial experience
  • Bachelor's degree in a business related field; MBA desired
  • CPA, CIA, CISA or equivalent certification required
  • Strong communication, analytic, interpersonal, people, persuasiveness and conflict resolution skills
  • Ability to use solid judgment and manage multiple projects and issues within time constraints
  • Experience interacting with executive management, board of director members and audit committees desired
  • Broad knowledge of best practices related to internal audit
  • Experience with data analytics preferred
  • Proficient in Microsoft Word and Excel
