Head of Regulation Finance - £70,000 - £80,000 (London or Glasgow)
For a leading energy organisation, we are recruiting a Head of Regulation Finance to manage the Systems and Networks Financial Policy Team, providing advice on regulatory finance managers to the senior leadership team, stakeholders, companies and investors on regulatory matters for the RIIO2 Programme.

For a leading energy organisation, we are recruiting a Head of Regulation Finance to manage the Systems and Networks Financial Policy Team, providing advice on regulatory finance managers to the senior leadership team, stakeholders, companies and investors on regulatory matters for the RIIO2 Programme.
Main Duties:
- Provide expert advice on how to determine the cost of capital for RIIO2, including how to set the cost of equity, cost of debt and gearing
- Provide expert advice on assessing the finance-ability of proposals on cost of capital for RIIO2, including engagement with rating agencies and City analysts
- Work in close partnership with the RIIO2 team to resolve any finance-ability issues that arise in the course of the price control determination
- Provide expert advice on other regulatory finance matters including tax, depreciation and pensions
- Provide quality assurance for all regulatory finance analysis conducted by the RIIO2 team
- Lead the team providing regulatory finance inputs into each of the RIOO2 sectoral price controls
- Defend the price control Final Proposals against any appeal, including where necessary appearing as an expert witness in front of the CMA
Person Specification:
- Strong background in regulatory finance, ideally from the energy sector
- Proven finance experience from the regulatory sector
- Ability to apply practical regulatory finance expertise and insight to this role
- Highly developed understanding of both the theory and practice of corporate finance
- Deep understanding of regulatory finance and economics issues such as cost of capital, finance ability, tax, depreciation, pensions and indexation
- Experience of managing teams to tight deadlines
- Experience of working with investors and rating agencies
