EnCompass LLC is currently seeking a Director of Finance and Administration (DAF) candidate for an anticipated upcoming five-year, U.S. $25-49.99M dollar Evaluation, Assessment and Analysis (EAA) opportunity for USAID/Kenya and East Africa (KEA). The USAID/KEA EAA activity will provide USAID staff, implementing partners and local stakeholders with support in designing and implementing quantitative and qualitative evaluation studies and assessments across multiple sectors. This may also include knowledge management support, developing/delivering evaluation and assessment trainings, and capacity building of local monitoring and evaluation (M&E) specialists.

It is anticipated that Somalia will also be a key recipient of support for this activity. The broader East African region - including but not limited to Burundi, Democratic Republic of Congo, Djibouti, Ethiopia, Rwanda, South Sudan, Sudan, Tanzania, and Uganda - may also be recipients of technical assistance under this award.

Position Duties and Responsibilities

Reporting to the Chief of Party, the DAF will serve as the overall lead for all financial and administrative (F&A) aspects of the project. Managing a team, s/he will serve as the lead for accounting, finance, invoicing, procurement and other F&A functions as required by the contract. S/he will work directly with the Chief of Party to ensure full compliance in accordance with USAID rules and regulations, functioning of financial processes as well as maintaining internal controls for all activities.

Position Requirements

Qualifications
  • Advanced degree in accounting, finance, business administration or related discipline
  • Minimum of eight (8) years of experience managing, in roles of increasing responsibility: finance, procurement, accounting, logistics and/or human resource related matters for international development activities of a similar contract size

Experience and Skills
  • Knowledge of US Government financial reporting and compliance processes and requirements, particularly relative to USAID highly desired
  • Strong capabilities in Microsoft Excel highly preferred
  • Experience in supporting donor funded procurements and subcontracts desirable
  • Previous experience working in USAID-funded programs preferred
  • Though not required, preference may be given to Kenyan nationals or nationals of a country within the region
  • Fluency in written and spoken English required; fluency and/or familiarity with Swahili and/or other regional languages greatly valued
