Management Analyst II (HR/Finance Manager)
Provides human resources, financial management, and procurement support to the office and ensure compliance with applicable state, federal, and local regulations, policies, and procedures. This position will interact with management and program staff to identify current and future human and financial resource requirements. Participates in strategic planning; establish and maintain supportive partnerships with county, department, office, and program staff to facilitate OSM human and financial resource functions; and prepare and provide presentations to staff, county program managers, community partners, the Department of Human Resources, and the Department of Management and Budget. This position supervises an administrative assistant V.
Human Resources responsibilities include – approving human resource transactions; overseeing functional areas of human resources including, but not limited to, recruitment/staffing/retention, payroll, workforce and succession planning, employee relations, performance management, Family Medical Leave, ADA and Worker's Compensation; developing and conducting training and orientations related to human resources; interpreting policies and providing guidance to managers and employees; creating, maintaining, updating, and disseminating OSM HR processes and procedures; creating reports on complex issues; completing the biennial Diversity Plan.
Financial Management responsibilities include – managing budget development, monitoring, projections, and fiscal analysis of general fund and grant budgets supported by multiple funding sources and county departments; preparing budget adjustments, third quarter review, year–end/carryover review, and annual budget requests; developing financial components of all grant applications and assisting with grant reporting; interacting with contract and procurement team to ensure funding is in place, appropriately invoiced to the county, and tracked for operating contracts; providing audit support and ensures fiscal compliance; performing administrative functions related to accounts payable, accounts receivable, grants, reconciliations, purchase cards, reporting, and auditing administrative management.
Administrative Management responsibilities include – partnering with OSM leadership to advise, develop, and implement administrative processes and procedures that support a high–performing organization; and collaborating with OSM and HHS leadership on special projects, as needed.
The functional areas of this position are finance and human resources.
Any combination of education, experience, and training equivalent to graduation from an accredited four–year college or university with a bachelor's degree in the field related to the assigned functional area; plus two years of professional work experience within the functional area.
- Experience leading human resource, finance, and procurement processes.
- Experience advising senior and executive fiscal decisions
- Possession of a current Human Resources Professional level certification
- Experience with an Enterprise Resource Planning Software
The appointee to this position will be required to complete a criminal background check, a credit check, and a driving record check to the satisfaction of the employer.

Job is generally sedentary in nature; however, must be able to stand, sit and walk as needed to perform core job functions. Visual acuity is required to read data on computer monitor. Must be able to operate keyboard–driven equipment. May be required to lift up to 25 lbs. Must be able to travel throughout the county for meetings, program reviews, and trainings, as appropriate.
