Responsibilities

Overall Responsibilities

PCG is seeking a motivated, experienced, and data oriented Finance Analyst with an interest in public service to serve the three regions within our San Diego, CA CalWORKs Welfare–to–Work/Refugee employment services project. The Finance Analyst will oversee and direct employees responsible for issuing payments for a range of support services including but not limited to housing utilities and car repairs, and manage project budgeting and invoicing. This person will process vendor invoices in coordination with PCG corporate finance and periodically review internal controls regarding payment issuance to confirm compliance. This role is ideal for the public–sector finance analyst from customer service–based sectors who have a high level financial analysis experience.

Specific Responsibilities
  • Partner with Program Director to effectively communicate and achieve goals.
  • Supervise the team responsible for payment processing including, but not limited to, Family Stabilization and the Housing Support Program.
  • Assist in payment operation performance to make sure all mandated requirements are met.
  • Assist in the proper execution of contract purchases, including securing approval as required by the County.
  • Assist in the development of all project invoices, project budgets, and cost allocation plans.
  • Work closely with county partners to provide documentation and answer questions related to financial/invoice audits.
  • Support mandated subcontractor monitoring processes.
  • Review of all project expenses to ensure appropriate claiming of project expenses.
  • Achieved with a high degree of accuracy.
  • Analyze project budget and expenditure data to ensure costs are sustainable; make recommendations to improve efficiency.
  • Expert use of Excel and/or other software necessary for budgeting and invoicing purposes.
  • Maintain positive working relationship with county staff and community partners.
  • Represent PCG in various meetings and events, as assigned.
  • Must be able to commute between our offices in San Diego, Chula Vista, and El Cajon.

Required Education and Experience
  • A Bachelor's degree or higher in finance, business, business administration, accounting, social work, public policy, or other closely related fields. Significant related experience may substitute for the educational requirements.
  • At least 2 years of full–time experience in public or corporate finance;
  • Expert in MS Excel; proficient in Word, Outlook, PowerPoint.
  • Previous experience with multicultural staff and customers is a plus.
  • Previous knowledge in TANF/CalWORKs,is not necessary, but desired.
