Assistant Manager, Accounts, Grade 3A - salary $$1,878,970 - $2,562,213 Core Functions: The incumbent is responsible for: Providing broad supervision of responsibilities for investments, fixed assets, procurement & payables in keeping with the Bureau's objectives Ensuring assistance in the development, implementation, management and maintenance of effective financial and accounting systems of control that support the Bureau's effectiveness and achievement of strategic objectives Responsibilities & Duties 1. Assists the Management Accountant to establish the Bureau's financial short, medium and long-term objectives and policies and to evaluate the effectiveness of the systems and procedures in achieving the objectives 2. Ensures the timely disbursement of approved funds to the tertiary institutions and oversees the proper and accurate maintenance of related accounting records. 3. Ensures that the Bureau's investment portfolio is up to date, accurate and that interest income is properly accounted for. 4. Supervise and take part in annual fixed asset inventory 5. Monitors revenue and expenditure. 6. Monitors the loan portfolios - CDB, PetroCaribe, Insurance Fund Loans. 7. Ensures the establishment and maintenance of proper internal controls and ensures consistency with current policies and organizational changes. 8. Ensures proper management of the General Ledger (GL). 9. Assists in the preparation of financial statements. 10. Prepares required analytical reports accurately and properly for presentation to the Management Accountant. 11. Ensures the timely preparation of accounting schedules for the annual external audit and coordinate the implementation of the auditors' recommendations. 12. Ensures verification of monthly bank reconciliations is done on a timely basis. 13. Provides guidance on accounting matters to department managers and other personnel. 14. Sets targets and undertake performance appraisal for staff supervised in the Accounts Department. 15. Develops and implements continuous training plan for staff supervised or other members of the Accounts Department. 16. Performs responsibility for the management of the department in the absence of the Management Accountant, including the day-to-day functions and monitoring of compliance with deadline and policies. 17. Represents the Management Accountant, at meetings, conferences, etc. as required. 18. Performs other related assignments from time to time in order to assist with the smooth work flow of the departments and the operations of the Bureau. JOB SPECIFICATION Qualifications and Experience BSc. degree in Accounting, Business Administration or Management Studies (with an Accounting major) or ACCA level 2 Five (5) years progressive experience to a senior level in a Commercial Accounting environment or an Audit Office. Specific knowledge Knowledge of o general and GOJ's accounting principles, practices, procedures and techniques. o GOJ procurement regulations and practices. o local financial and economic environment o investment techniques and the relevant markets Knowledge of the Bureau's policies, regulations and practices relating to finance and accounting Required Skills, Behaviours and Competencies Excellent financial management and forecasting skills. Proficiency in the use of accounting packages and other relevant computer software, including Microsoft Word, Excel, PowerPoint Excellent treasury management skills. Demonstrated capability to interface and maintain effective relationships with all departments. Excellent oral and written communication skills. Detail oriented with logical and methodological approach to problem solving and decision making. Ability to plan and schedule the work of others. High level of confidentiality and integrity Excellent negotiation skills. Excellent leadership, teambuilding and interpersonal skills Ability to multi-task and operate within a dynamic environment. Methodical, businesslike, meticulous, honest, self-assured and self-motivated Working Conditions: Typical Office environment, no adverse conditions Reporting Relationships The incumbent reports to: Directly : Management Accountant Supervision given to :Accounting Officer, Research & Investments; Accounting Officer, Procurement & Facilities, Accounting Clerk, Payables Liaison: Internally : All Departments Externally : Ministry of Finance and Planning, Office of the Contractor General, Investment Houses, Employee Benefits providers, Commercial Banks AUTHORITY TO: Implement and review financial and accounting practices, processes, programmes and policies Interpret and enforce policies and guidelines. Sign cheques on behalf of the Bureau. Determine departmental training and development needs in conjunction with the Human Resource Department. Enforce discipline of staff in conjunction with the Human Resource Department in keeping with the Bureau's rules and regulations. Provide financial and accounting advice / information to department managers Access financial and accounting records. PERFORMANCE CRITERIA The job is satisfactorily performed when: Accounting policies and systems comply with established standards and are reviewed in a timely manner to meet the Bureau's objectives at all times Contributions to the Bureau's general business objectives are always consistent and demonstrate a knowledge of the business Leadership in all areas of responsibility is demonstrated 100% and seen in the results of those areas The annual budget, financial statements and reports are accurate and are submitted on a timely basis. Cash management practices are sound ensuring an availability of funds to meet operating requirements. All duties are performed effectively and efficiently and departmental objectives and targets are met. Recommendations/ advice to departments are consistently sound and reliable. Training and development initiatives are executed in a timely manner to meet the Bureau's objectives Required reports are thoroughly and accurately prepared within the specified time frame and adherence to standard formats, accounting principles and practices is consistently demonstrated Confidentiality of information obtained on the job is preserved at all times An unquestionable level of integrity is maintained in the performance of duties A very high level of accuracy is maintained in the performance of duties Effective human relations and communication skills are consistently demonstrated Full compliance with Bureau regulations (100%).
