To lead the Procurement and Workforce Management function in supporting Operations & Technology (O&T), covering Procurement Operations, Workforce Management activities and drive initiatives such as roll out of online procurement system, eSignature solutions for vendor agreements and confidentiality / on-boarding agreements to be signed by non-staff resources, building up Contracting / Sourcing capability and define, test and rollout in-house system to improve Workforce Management activities.

Responsibilities

Procurement Operations
  • Processing of Purchase Requests, Purchase Orders, invoices (non-recurring and recurring), administration of Approved Vendor List and other tasks in accordance to established Procurement Procedures.
  • Ensure all expenses and charges resulting from procurement are appropriately recorded in the Procurement database.
  • Actively track and send monthly reminders to O&T custodians for purchase requests/purchase orders pending for invoices.
  • Actively track contract expiry and renewal, with prompt notifications and reminders to IT custodians responsible for review and renewal of contracts.
  • Accurately maintain the list of current contracts/agreements and carry out proper archival of current contracts/agreements.
  • Facilitate O&T RFP requests raised according to documented procedures.
  • Assist to conduct annual vendor survey and consolidate feedback for presentation to Management.
  • Timely and accurate delivery of regular procurement reports.
Procurement Standards
  • Policy custodian for BOS Procurement Standards, covering:
    • To provide advice and guidance on Standards
    • Conduct annual standards review and align Standards (where appropriate) with OCBC Group's policy / framework
    • Consolidate procurement measurements as specified in Standards for reporting to OCBC Group
Workforce Management
  • Support Global Head of Ops & Tech in the management of O&T workforce (people resources) through the development and operationalization of workforce management models and workflows that captures the number, type and skill sets of O&T people resources (FTEs, Direct Contracts and Service Engagements) - thereby allowing effective planning, utilization and allocation of people resources to deliver O&T activities.
Procurement & Workforce Initiatives
  • Roll out of online procurement system.
  • Deploy eSignature solutions for vendor agreements and confidentiality / on-boarding agreements to be signed by non-staff resources.
  • Building up Contracting / Sourcing capability.
  • Define, test and roll out in-house system to improve Workforce Management activities such as non-staff resource on-boarding and off-boarding.


Qualifications
  • Bachelor Degree in relevant fields
  • Minimum 10 years working experience preferably in the banking industry.
  • Experience in procurement functions, especially in Contracting & Sourcing will be an added advantage.
