Head of Finance My client, an EU funded body has a requirement for a Head of Finance. Roles and Responsibilities Overall ·       Ensure that funding granted is applied appropriately. ·       Provide strategic financial guidance to the Executive Director and the Board in relation to future plans ·       Provide a feedback mechanism to the Board, Finance, Audit and Risk Committee, and relevant Government Departments, funders and stakeholders. ·       Attend meetings of the Board, the Finance, Audit and Risk committee and other meetings as requested by the Board or Executive Director. Process & Procedures ·       Ensure all financial procedures (for both operational and bursary accounts) are adequate to enable proper management. ·       Confirm that activity undertaken is in compliance with the Board's decisions and is carried out in accordance with Corporate Governance Guidelines and EU Commission Regulations as appropriate. ·       Develop and oversee systems and procedures to allow for proper monitoring and control of expenditure in accordance with the Board's decisions. Accounts & Budgets ·       Work with team managers to develop operational budgets and monitor operational income and expenditure. ·       Review and presentation of monthly management accounts to members of the board ·       Identify and act on any deviations or variations from agreed expenditure or activity in conjunction with the relevant team manager. ·       Highlight challenges or issues that may arise in individual cost headings and with individual projects. ·       Ensure availability of cash flow for operations and bursary grants through monitoring expenditure and submission of cash flow requests to the relevant departments and the European Commission. ·       Working as a member of the team in preparation and submission of financial and other reports to the relevant government departments and the European commission. Bursary Grants ·       Assist in primary and systems checks of projects. ·       Act as appeals officer in respect of project applications. ·       Offer technical support to management team regarding contractualisation and legal entity status. Other ·       Act as Company Secretary to ensure that all legal and Company Office Requirements are complied with. ·       Manage and develop the HR function. ·       Manage and develop the team that provides HR, finance and health & safety functions. ·       Build and maintain relationships with both internal and external auditors. Person Specification Must Have ·       Minimum 5 years experience in a senior financial position. ·       A recognised Accountancy qualification. ·       Strong man-managements skills ·       Excellent time management skills and the ability to multi-task. ·       Strong organisational and planning skills. ·       Excellent interpersonal and communication skills. ·       Ability to work to concrete deadlines and meet targets while prioritising competing demands. ·       A proven track record of leading and motivating a team. ·       A strong commitment to people and organisational development and collegiate working. ·       Excellent accounting software user and administration skills. Desirable ·       Experience in the public/EU funding/voluntary sector. ·       Experience of working in an international context. ·       Sun accounts experience.
