The Role We are currently looking to recruit a contractor who will work with our public sector client as a Procurement and Contract Manager. The key roles of the Procurement/Contract Manager are to Develop and implement strategies that ensure public transport service contracts of all types are designed to meet passenger needs and procured and in a timely and effective manner. Ensure that procured contracts manage the client's exposure to risk and are also commercially attractive to the market. Ensure contracted services are procured in a manner that meets the key objectives of providing a high quality public transport service to customers whilst also delivering value for money. Manage new public transport service contracts during the mobilisation phase, and ensure a smooth handover to the contract management team when operations commence. This will require knowledge of relevant European and national procurement law, procedures and best practice in relation to public service contracts. The ideal candidate will have experience in the preparation of large public service contracts, and in the drafting of technical schedules as appropriate. The candidate will have experience in liaising with internal and external legal and technical advisors and distilling information into clear, concise and easy to understand contract requirements and specifications. The candidate will have the skills and understanding necessary to identify the level of specification appropriate for each type of contract, taking into account the scale and nature of the transport services being procured. Responsibilities The Procurement/Contract Manager shall be responsible for the following duties: Development of suitable approaches for the procurement and management of public transport service contracts taking into account the type and scale of services being procured; Keeping abreast of current and draft European and national legislation, policies and procedures including researching best practice elsewhere. Preparing contract documents and technical specifications for public transport services, working with clients legal and technical advisors as required. Leading and participating in procurement activities at all stages including pre-qualification, tender issue, clarification, tender evaluation, contract award and operator mobilisation. Contract management of public transport service contracts through the mobilisation phase up to the commencement of operations. Working with new operators to ensure the mobilisation phase is completed in a timely manner, whilst ensuring operator is in compliance with the service contract. Assessment and negotiation of contract variations during the mobilisation phase. Coordinate with key stakeholders internally and externally to ensure timely delivery of infrastructure to support the delivery of the contract in advance of operations (e.g. buses, ticketing stems, AVL systems, depots).
