Description

Strategic Intent:
  • The candidate is expected to ensure compliance by the division and relevant process owners outside the division to both regulatory and bank's internal risk policies and guidelines. This function entails monitoring and conducting tests to ascertain the level of compliance to policies, guidelines and processes by the division. The candidate is required to work closely with stakeholders to identify gaps, assist to devise and implement processes/controls to resolve the issues.
Responsibilities:
  • Lead and manage the team to conduct independent compliance tests of processes and controls of Country Risk Management Division and key process stakeholders.
  • Cascade new or revisions of central bank (BNM) regulations or Global Citibank guidelines to Division as well as relevant stakeholders to assess the impact and gaps, thereafter to work with them to establish processes with controls to ensure compliance.
  • Perform Local Regulatory Reporting validation.
  • Oversee the administration of Citibank's compliance monitoring systems such as Manager's Control Assessment (MCA), Quality Assurance Framework (QAF) Assessment, Regulatory Control Metric system, Regulatory Change Management tool and Integrated Corrective Action Plan system (iCAPS).
  • Act as Assessment Unit Lead for Consumer Risk on Regulatory Change Management.
  • Represent Consumer Risk at Country RCM Governance Committee (CRGC), Risk & Control and Business Unit Compliance Officer (BUCO) meetings.
  • Facilitating Regulatory Audit/Internal Audit/ Fundamental Credit Review/ Electronic Audit.
  • Control and tracking of products exceptions expiry date to ensure the expiry dates are complied with.
  • Facilitating compliance to the Global Consumer Credit and Fraud Risk Policies.
  • Credit Authority Delegation update and management.
  • Coordinating Credit Officer Annual Performance reviews.


Qualifications

Req Qualifications:
  • Graduate, preferably in Economics, Accounting, Business Administration, Engineering, Computing or Statistics.
  • Minimum of 8 years work experience, preferably in banking/financial service. Experience in risk management and/or compliance management would be an added advantage.
  • Strong working knowledge and understanding of analytics tools, preferably in SAS/other database query programs.
