This role for a Senior Finance Manager/ Head of Accountancy has been released on a temporary basis for 3 months initially.

The role will be is part of the Senior Management team in the Resources service and will work with colleagues to shape and deliver service plans that support delivery of the corporate strategy. Working to cover the Head of Accountancy role the assignment is responsible for providing a professional modern service that drives good decision making and effective use of resources across all the Council’s services through an accountancy support service that links budget and performance management. Responsibility extends to providing strategic financial advice to Service and Strategic Directors as well as providing senior professional advice to Policy Advisory Committee (PACs) and relevant Boards e.g. Health & Wellbeing and financial support to the major change projects across the Council.

Main Duties:

* Directly accountable for the effective management of a service budget of circa £2m, including the local finance service team for schools.
* Accountable for financial support to the Council’s 17 services that make up the four Directorates with an annual revenue budget of circa £490 million, a four year capital programme of circa £700 million and annual Housing Revenue
Account budget of circa £40m.
* Accountable for the schools funding formula through allocation of the annual dedicated schools grant (DSG) circa £340 million.
* Accountable for financial support to external partners including the Council of the Isles of Scilly, Tamar Bridge and Torpoint Ferry Joint Committee and the Cornwall and Isles of Scilly Local Enterprise Partnership.
* Accountable for financial monitoring of the Better Care Fund circa £55million with the Kernow Clinical Commissioning Group and other pooled budget arrangements with NHS organisations in Cornwall.

You should match the following criteria:

* Demonstrates an up to date knowledge and understanding of the law, government policy and best practice in relation to the functions provided within the service
* Experience of giving advice to and building relationships with elected members and/or Board Members at the highest level
* Successful track record of achieving equality of opportunity in both employment and service delivery
* A successful track record of establishing and sustaining a performance management culture, supported by effective and efficient management information systems
* Proven extensive experience of successful financial management including budget formulation, financial planning, monitoring and control, within tight financial limits in a complex organisation
* An up to date knowledge and understanding of the law, regulation and best practice in relation to financial management
* Demonstrate a sound understanding of the legislative and regulatory framework surrounding local government finance
* A qualified member of one of the CCAB accountancy bodies (preferably but not essentially CIPFA): with substantial qualification experience within Local Government in a senior management role
