About the Role: This role is within the Capital Programme Management Office (CPMO) under the Strategic Client function of the Asset Delivery Directorate. The Asset Delivery Directorate (AD) is responsible for the planning and delivery of a major rolling programme of capital investment in water and wastewater assets. The key purpose of the role is to effectively manage, monitor and report on all capital expenditure, capital budgetary control and cost issues for the overall Capital Works Programme (CWP). The role includes driving, monitoring and reporting on Capital Efficiency. The role will be responsible for all cost management activities across the CWP. Key Activities- Duties & Responsibilites: Strategy & policy Manage the formulation, implementation and ongoing development of policy, strategy and procedures on CWP financial  and cost management. Manage the Programme & Project cost function to: Provide capital cost management expertise Working with Integrated Capital Delivery (ICD) and Investment Management (IM) lead the process to set, confirm and agree initial project capital expenditure forecasts Manage cost allocation to projects Supporting PMs to manage actuals, accruals and reforecasts Review commercial payment assessments and verification Manage commercial (CWP, sub‐programme, consultant, contractor, category) spend analysis to identify and drive efficiencies Manage efficiency tracking, reporting and driving across CWP, including development of processes to deliver capital efficiency targets Support PMs, Sponsors and Contractors to carry out accurate project and programme cost reporting and monitoring Manage month end and “glide path” Lead project financial reviews Manage CWP and sub‐programme master forecasting Manage reporting and provision of returns for capital delivery tax, write‐off, accrual and deprecation Mange the process of reviewing each request under change protocols governance (B‐forms) and commenting on potential impact. Planning & Reporting Manage the planning of CWP budget allocation against projects and regular ongoing reporting on status Manage timely and accurate reporting of all programme level risks / issues Manage reporting in a timely manner on potential under / over‐spend of budgets and advising on monies available for investment in additional outputs Recommendations on improvements to manage processes and procedures to various levels of management Recommendations on control and reporting improvements to various levels of management Reviewing each request under change protocols governance (B‐forms) and commenting on potential impact. Budgeting Managing and reporting on programme and project costs; programme usually c£100M ‐ £120M pa Central management and control of the overall CWP budget on behalf of the Head of CPMO and Director of Asset Delivery Managing the monitoring, reporting and forecasting expenditure on all CWP projects Programme cost control Ensuring all assigned budgets are properly allocated & profiled on the Capital Programme Monitoring & Reporting system (CPMR) Liaising closely with and informing internal & external stakeholders such as Project Sponsors, Project Managers and Capital Investment Planning. People Management Lead and manage the Programme & Project Cost Management function in the NIW CPMO, including two direct reporting staff. Lead and manage internal & external staff ensuring effective and efficient utilisation Establish and develop effective working relationships with internal and external stakeholders, including senior management Assist with the development and maintenance of competency for NIW on programme risk, value and delivery assurance management NI Water is an Equal Opportunities Employer.
