General Objectives:
- Control that the areas respect existing financial procedures and that accounting documents are sent to Country Office;
- Control the documents received from implementing partners and proceed to correction if needed
- Analyze financial information and create management indicators;
- Aid Country Coordination by analyzing running costs of the areas and the Country Office (staff, equipment, etc);
General Responsibilities:
The Finance Controller is responsible for areas' following of financial procedures and for financial consolidation. Trips to areas will therefore be possible in order to clarify the procedures with Area Finance Officers.
Key responsibilities:
Contracts verification:
Ensure that Log/HR procedures are respected (Procurement, Contract Follow Up Payroll…)
Reinforce links with these departments and create transversal follow up tools;
Makes adequate control checks against budget before signing contracts
Ensures adherence to all Finance procedures and supports successful FLAT management at the area level;
Partners documentation verification:
Ensure that ACTED's implementing partners are compliant with both ACTED and donor guidelines
Provide training to ACTED's implementing partners to improve the quality of their documentation
Cost Analysis:
ACTED Syria's monthly running cost;
ACTED Syria's monthly communication cost;
Presentation of Syria's cost analysis to CFM and Country Coordination for the decision making on control of costs;
Resources Allocation:
Cross-check of allocations with other department;
