Work Planning Budget & Finance Officer-(1702074) GradeP4 Contractual ArrangementFixed-Term Appointment Contract duration12 months (Renewal) Job PostingFeb 3, 2018, 22117 PM Closing DateFeb 26, 2018, 42900 AM Primary LocationCongo-Brazzaville OrganizationAF/WHE WHO Health Emergencies Programme (WHE) ScheduleFull-time OBJECTIVES OF THE PROGRAMME The Budget and Finance Officer advises senior officials in technical units on budgetary matters, financial policies and procedures, formulating, developing, implementing and evaluating the department programme of work and budget. S/he oversees the implementation of a broad range of budget and financial operations covering quality control, monitoring and clearance, financial accounting and reporting, work plans, award management and other budgetary related issues of the department's activities. The incumbent will be deployed to emergency operations. DESCRIPTION OF DUTIES Within the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities 1. Manage the area of work planning on all aspects of budget, finance, work plans preparation and implementation, monitoring and evaluation, reporting, providing information, briefing and advice to facilitate decision-making. 2. Provide guidance, advice and information on requirements essential to programme budget, work planning to facilitate decision-making, including framework and work plans, budget formulation, forecast activity/staff requirements, current/future level of funding of activities/staff, and highlight resource gaps. 3. Implement programme budget and monitoring and control system, including review of financial performance of programme activities, coordinate the implementation of approved activity/staff work plans and budgets, identifying options for greater efficiencies in resource allocation, cash flow management, and drawing the attention of the Programme Manager and the Director, as appropriate, to gaps, pitfalls and foreseeable problems. 4. Prepare or oversee the preparation of reporting documents, including in the CPI Lyon out-posted Office, for donors with particular attention to donor specific requirements ensuring they are in line with WHO and GMG rules and procedures and WHE specific procedures. Prepare financial and performance reports for internal users such as Senior Management, CRM, FNM, etc. 5. Oversee the financial management and reporting of grants , notably CDC and others, in liaison with Grant Officer and coordinate submission of donor proposals from within the Department or centrally for WHO if required. Validate financial budgets included in the donor proposals, and oversee the administration of the umbrella grants since inception to final reporting. 6. Provide financial approvals as per delegated authority; ensure funds are available and that their usage is consistent with grant documents. 7. Guide staff in technical units, and resolve their day-to-day queries, giving reference of administrative rules and regulations, SOPs, guidance notes, etc. 8. Oversee the work of assigned staff ensuring results meet expectations and deadlines. 9.Perform other related responsibilities, including replacing and/or backstopping. REQUIRED QUALIFICATIONS Education Essential Advanced university degree in finance, accounting, business administration, management and economics. Desirable Certificate in ACA, ACCA, CPA, CIA or CA. Experience Essential At least 7 years' experience in budget development and monitoring, finance, business or project management at national and international level. Desirable Experience of WHO's integrated financial and management systems. At least 3 years' experience of work in supervisory positions. Skills Four competencies are considered to be mandatory for all WHO staff with managerial responsibilities Demonstrated planning, organizational and coordination skills. Sound analytical and financial monitoring abilities, with emphasis on budget and finance management, programme planning, work plans development, implementation and evaluation for reporting purposes. Excellent interpersonal skills with ability to establish and maintain effective work relations with clients and to provide advice. Good presentation skills. Tact, discretion and diplomacy. REMUNERATION WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 70,647 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
