The Senior Manager, Financial Crime Compliance (FCC), Execution & Oversight provides oversight over the implementation and execution of core operational processes executed in FCC, as well as the specialist supporting systems for surveillance/screening; to help promote and manage throughout the Region the culture and practice of FCC risk management within the letter and spirit of relevant laws and regulations.

Key Roles and Responsibilities

Overall Responsibilities
  • Quality Assurance and Performance Responsibilities
    • Undertake quality assurance in relation to all core Financial Crime Compliance ("FCC") processes.
    • Support all control checks undertaken by FCC under the Operational Risk Framework ("ORF")
    • Propose control enhancements and simplifications
    • Provide resources to support work by Segments and Product/FCC/Governance/Sanctions/Anti Bribery and Corruption ("ABC") to upgrade business controls
    • Generate and monitor all metrics required for tracking operational performance of controls

  • FCC Delivery Responsibilities
    • Devise, scope and implement projects and initiatives in a lead capacity
    • Establish project plans, works with Accountable Executives to secure funding, participate in the project steering committee, and supervises project managers
    • Deliver systems roll-out with Group Technology and Operations ("GTO") partners
    • Manage and protect business as usual ("BAU") capability during change programmes, as well as during the execution and delivery of the Remediation initiatives through project phase and into BAU

  • Oversight Responsibilities
    • Undertake the reviews of country frameworks on instruction from regional head
    • Co-ordinate management of audits/exams across business and function
    • Support countries to prepare for audit/exams
    • Ensure that all core documents are maintained and up to date. (Oversight)
    • Assess whether risks identified in other countries/business could materialise elsewhere in the region (Oversight)

Leadership & Management
  • Implement and cascade the Group's policy, framework and procedures to country level
  • Provide leadership to the regional FCC network as part of the regional senior FCC management team
  • Lead or influence significant programmes of work in support of the financial crime compliance objectives
  • Assist in the development of an effective internal compliance culture by promoting the benefits of ethical business conduct and the benefits of compliance
Knowledge Development and Information Management
  • Identify and communicate, across the business within the region, relevant changes in Controls policies, procedures and practices - recommending amendments as required
  • Assist in developing FCC Controls-related training to ensure the business and support units are provided with appropriate training
Stakeholders Relations
  • Partner closely with the Group FCC Controls and their teams, ensuring there is a consistent message to country FCC, and dealing with country issues as they come up
  • Support Country Compliance and FCC teams in managing regulatory relationships where FCC issues are a problem


Qualifications and Skills

The ideal candidate will have experience with the following:
  • Experience with assurance or internal/external audit
  • FCC experience; ideally broad experience covering AML, Sanctions, CDD etc.
  • Ability to adapt and handle change.
  • Ability to work independently
  • Excellent coordination skills, ideally project management experience.
  • Ability to review / challenge processes where there are flaws / weaknesses.
  • Strong stakeholder management experience.
  • Experience working in an International bank.
  • ACAMS qualified or other relevant FCC qualification.
