Summary

The Regional Financial Crime Project Manager APAC has responsibility for providing independent second-line AML-based input and support the business first line across SG Hong Kong and the Asia Pacific region during the business implementation of new and emerging AML/Financial Crime and KYC/Customer Due Diligence ("CDD") initiatives that requiring Projects or change initiatives, e.g. AML Regulatory Remediation including KYC/CDD, KYC Optimization, Automation of AML Surveillance solutions, Regulatory Review, etc.

The post holder will act as a liaison between relevant stakeholders across all organization stakeholders as required; work to AML-based legislative and regulatory deliverables and provide AML-based projects and change management support vis-à-vis project or work initiatives arising for any new or emerging CDD business policies as well as procedural enhancements.

Main responsibilities
  • Support the Regional Head of Compliance and Regional Head of Financial Crime Department to clearly define AML/Financial Crime-based projects/change initiative objectives, plan project deliverables with all impacted policies together with provision of required AML-based input to required stakeholders.
  • Assist in co-ordinate with Group Compliance, Group Financial Crime, Country Compliance and/or Financial Crime/AML Officers as well as relevant stakeholders in the Asia Pacific region for issues in relation to numbers of AML/Financial Crime as well as regulatory remediation projects and initiatives.
  • Support the Regional Head of Compliance and Regional Head of Financial Crime Department to participate and manage AML/Financial Crime-based projects or initiatives for both Hong Kong and regional level. e.g. Asia KYC remediation project; Project Soprano on KYC optimization; Regulatory reviews exercise; Project AKEAM on AML surveillance tools implementation, etc.
  • Partner with business and all required stakeholders (ie. Asia On-Boarding, KYC Due Diligence, Business Lines, Credit/Risk, etc) in support of AML/Financial Crime-based Projects or organizational change management initiatives.
  • Establish close and strong engagement with AML/Financial Crime based-project and change management partners as well as prepare and track AML/Financial Crime-based projects and change management milestones by creating detailed project and change initiative plans
  • Manage project and change management dependencies and resources to ensure that all deliverables are met within prescribed timelines
  • Undertake ad-hoc projects

Degree of autonomy / Level of authority
  • The post holder is accountable for the quality, timeliness and delivery of AML/Financial Crime-based projects in SG Hong Kong as well as Asia Pacific region.

Specific context
  • The post holder must be able to demonstrate ability and develop relationships with business partners, stakeholders, communicate project status and understand detailed business requirements;
  • Good knowledge of AML/Financial Crime legislative requirements or ability to come quickly up to speed as an SME;
  • Extensive knowledge of Excel (ie. Charts/graphs and data manipulation), Power-point and MS Projects;
  • Experience working with governance, KYC/CDD, risk and compliance methodologies and practices;
  • Detailed oriented with ability to work independently and multi-task effectively;
  • Flexible, time management and ability to prioritize and work effectively to tight deadlines

Candidate Profile



Education
  • Graduate level with finance / legal or other professional qualification is required

Past experience
  • Minimum of 7-8 years in direct Banking/Securities with solid AML/Financial Crime and project management experience
  • Regional exposure preferred but not essential


Languages
  • Fluent in English & Chinese. Fluency in Putonghua is an advantage, but not prerequisite

Technical skills
  • Strong working knowledge of HK as well as Asia Pacific regulatory and financial services legislation as it pertains to AML, Sanctions, ABC rules
