Job Summary
Recruit and Attract are seeking an Executive Officer to support the day-to-day activities of the Team.
It is based in HMNB Portsmouth it is the Head Quarters for all new recruitment of Royal Navy, Royal Marine, Royal Navy Reserves, and Royal Fleet Auxiliary candidates. It supports operations around the UK. Civil Servant and Armed Forces Personnel work together to achieve the Head of Recruit and Attract goals. The role includes the management of the in-year-budget and reconciliations, stewardship, and compliance reviews. As a member of the Recruit and Attract Team, the post holder will work collaboratively with their peers and seniors to ensure customer and stakeholder needs are met.
The position is advertised at 37 hours per week.
Job descriptionAs an Executive Officer supporting the Recruit and Attract Team you will help to support the organisation in various activities, including but not limited to any centralised requisitioning, journals and reconciliations, stewardship, and compliance reviews. Your responsibilities will include:
- Focal point for all Recruit and Attract in-year finance issues. Provide advice and guidance to the delegated budget holders – who commit resources and spend money to achieve aims and objectives, to ensure they remain within scope of expenditure approved by Director People & Training to both internal and external stakeholders. Managing and reporting on financial performance up the budgetary chain.
- Performing monthly In-Year-Workbook reconciliation and ensuring any issues are escalated, populating the agreed format to inform the Head of Recruit and Attract of their financial position.
- Focal point for Recruit and Attract finance processes General Ledger expenditure requirements and undertaking a monthly check on costs for all departments. Consulting other areas of finance as appropriate, obtaining financial information to deliver the required outcome.
- Co-ordinating and undertaking the management of Business Cases this includes payments, processing, recording, and monitoring payments and Annual Budget Cycle bid co-ordination the internal bid within Recruit and Attract.
- Policy lead on candidate and staff travel advising of correct Unit Identification number (UIN). Updating them when not used and keeping Recruit and Attract Standing Orders up to date with the correct ones.
- Undertake additional duties appropriate to the role and/or grade.
This role is a key part of Recruit and Attract and requires someone who engages with colleagues at all levels to ensure they are passing on the information correctly and understand the mechanisms for delivering their work. The successful applicant will require to have good communication and interpersonal skills as well as being proactive and able to work cohesively with all staff within Recruit and Attract.
Essential criteria:
- Successful relationship building with colleagues across the organisation.
- Excellent attention to detail, analytical, and problem-solving skills.
- Knowledge of finance systems, processes, and control environments.
- Ability to work flexibly and respond positively to changing business needs.
- Working knowledge of Microsoft Office 365. Priority Excel and Word.
Desirable:
- Experience in requisitioning (purchase ledger).
- Experience of delivering training.
- Level 4 qualification with AAT, CCAB or CIMA, can be worked on to achieve this requirement in post.
There are times that work priorities change at short notice and the post holder will also need to deliver on these requirements.
