Job Summary

  • In view of the increasing demand and regulatory emphasis on Stress Testing (“ST”), and Recovery and Resolution Planning (“RRP”), an exciting opportunity has arisen to join the ST&RRP team in Treasury, HK Hub to handle various types of stress tests and resolution planning priorities for SCBHK.
  • This role will form an integral part of the RRP & ST team, HK Hub, reporting to the Head of RRP & ST, HK Hub. The key responsibilities include:

Responsibilities

Strategy

  • Manage the end-to-end annual recovery planning process and be responsible for delivery of the recovery plan submission to the HKMA.

Business

  • Drive development of new management actions with business and function stakeholders. 
  • Provide oversight to SMEs across resolution capabilities, i.e. non-financial barriers, and management, governance and communication barriers.

Processes

  • Collaborate with various functions across the bank to construct qualitative and quantitative information for resolution core information submissions end-to-end and relevant ad-hoc requests as required to the HKMA. 
  • Support maintenance of the Country Resolution Playbook, coordinate update of the country Annex with respective Resolution barrier owners. 
  • Support co-ordination of the periodic Board simulation exercise.

People & Talent

  • Coordinate and support as one of the key contact point on RRP matters, e.g. in addressing any key issues and/or risks to RRP.

Risk Management

  • Perform the necessary assessment and maintain the required documentation for ERMF and input into Group’s resolvability assessments, i.e. Update relevant RRP polices, playbook activities for crisis management, etc.

Governance

  • Prepare presentation slides and papers for regulatory bi-lateral engagement and various committees.

Regulatory & Business Conduct

  • Display exemplary conduct and live by the Group’s Values and Code of Conduct.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
  • Achieve the outcomes set out in the Bank’s Conduct Principles.
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.
  • Liaise with Group’s Treasury – Capital and RRP teams in terms of understanding group-wide RRP requirements (i.e. resolution assessment shortcomings, Group recovery planning developments, etc.) and provide update on local implementation in-flight status and upcoming local consultations and requirements (i.e. SPM / FIRO Code of Practice, etc.)

Qualification

  • Degree holder (or equivalent) in Finance, Legal / Risk / Business-related discipline.
  • A risk / legal / finance / corporate restructuring background with strong analytical skills experience.
  • Excellent written and verbal communication skills with proven experience of communicating effectively at all levels.
  • Strong interpersonal skills and ability to influence stakeholders.
  • Strong articulation and experience with handling HKMA requirements.
  • Highly organised and proven ability to work under pressure.
  • Applicants possess with: (i) Basel / BCR knowledge, (ii) proven RRP experience, (iii) cross functional project experience and (iv) experience with engaging and communicating with regulators are definite advantages.
