Job summary

Devonport Naval Base is the largest Naval Base in Europe. It is a 650 acre site with 15,000 acres of waterspace, employing 12,000 people on site. The Base is primarily focused on delivering timely deep maintenance to the UK’s submarine fleet. It is also the operating homebase for frigates, amphibious Ships, Royal Marines. It employs more than 10% of Plymouth’s workforce and contributes to 14% of Plymouth’s economy.

Job description

  • To provide support to Resource Manager Infrastructure for the delivery of financial management within Future Maritime Support Programme, MITIE PFI, other Forward Works Schedule (FWS) Costs and Major Infrastructure Projects / Programmes.
  • To provide financial support to both RM Infra and Deputy Head of Finance for the production of In Year Forecasts and Annual Budgetary Cycle (ABC - 10 year look forward). This includes identification of financial risk.
  • Lead the detailed production and delivery of the monthly Infrastructure Forecast of Outturn (FOO) ensuring associated In Year Management (IYM) and reporting requirements are achieved. Provide consistent forecast submissions including the identification of risks and opportunities.
  • Lead the detailed production and delivery of the Infrastructure ABC Planning Round Bid for all areas of Hard FM including the identification of risks and opportunities.
  • Maintain monthly drumbeat of Finance meetings with Delivery teams to ensure robust and accurate Forecasting.
  • Carry out financial assurance, scrutiny and approval of Business Cases and Expenditure proposals required to achieve delivery of Infrastructure outputs in a timely fashion in compliance within delegation levels.
  • Provide Financial support and analysis to Delivery Teams, FMSP PST, Commercial and Programming Teams to aid robust decision making.
  • Maintain monthly drumbeat of Finance meetings with Delivery teams to ensure robust and accurate Forecasting.

Person specification

The applicant should have a sound background in finance and be confident in dealing with people.

Professional/External Qualifications

Essential

Association of Accounting Technicians (AAT) Level 4 or above.

Learning and Development

  • Knowledge and Understanding of MOD Financial Procedures.
  • Financial Skills Certificate (Intermediate Level) In Year Financial Management (within 6 months).
  • All Mandatory Training.
