The Ministry of Justice (MoJ) is one of the largest government departments, employing around 70,000 people and with an annual budget of approximately £9 billion. Each year, millions of people use our services, including at 500 courts and tribunals and 133 prisons in England and Wales. MoJ supports the Secretary of State for Justice, who is also the Lord Chancellor, and his ministerial team to deliver the Government’s priorities. The Pensions Operations Team sits within the Financial Management and Control Directorate of the Ministry of Justice. The Team is responsible for operational delivery of policy and legislative changes being made through the Judicial Pensions Reform Programme, including legally required remedies following litigation losses such as the McCloud judgment. We are also responsible for ongoing effective administration of the judicial pension schemes via the third-party administrator and support to the statutory Judicial Pension Board.

The Pensions Governance and Contract Management Team (PGCM) manages the delivery of administration for the Judicial and the Legal Services Commission (LSC) Pension Schemes. This involves the management of a range of services which cover the various aspects of running the pension schemes i.e. third-party administrators, auditors, actuarial and legal advice. This also includes providing a high-quality service and support to the Judicial Pension Board and the Judicial Pension Scheme Advisory Board.

Role Purpose

We are looking to recruit a permanent manager to lead work within the Governance and Contract Management Team within Pension Operations. This important role involves delivery of core contract management and governance functions, improving and monitoring third-party performance, improving existing business processes and developing new ones in the judicial pensions space.


The job holder will be required to undertake the following duties and responsibilities.

  • Overseeing Secretariat support to the Judicial Pensions Board and Judicial Pension Scheme Advisory Board and sub-committees;
  • Manage a team, setting clear direction and priorities following relevant MoJ policies and procedures for line managers.
  • Maximising the potential and improving the capability of your team through performance management and encouragement of proactive personal development
  • Ensure your team adhere to relevant regulatory requirements and policies.
  • Identify and manage risks to your area or work, in particular any risks to deliverables and timeframes.
  • Engage with internal and external stakeholders at all levels.
  • Writing and presenting reports to boards and committees

Key skills and knowledge


  • Experience leading a team.
  • Experience dealing with secretariat functions for boards/committees/working groups and managing work programmes.
  • Proficiency with Microsoft Office.
  • Ability to work effectively and efficiently under own initiative.
  • Excellent written and oral communication skills, with the ability to draft Board and Committee papers and other report and papers as required.
  • Good interpersonal skills and the ability to build and maintain strong working relationships with colleagues, internal customers, and stakeholders.
  • Excellent communication skills with the ability to effectively communicate with a range of stakeholders.


  • Experience managing managers over geographically dispersed locations.
  • Understanding of Defined Benefit Pensions/pension scheme governance arrangements.
  • Knowledge of courts and the judiciary.

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and/or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

A base location near or within the region will be allocated to the successful candidate, as set out below. The post holder is expected to meet their own travel costs to and from their base location. If required to attend a location other than their base location, post-holders may be entitled to claim some or all any extra expense (beyond the usual base location travel costs) in line with the T&S policy.

The successful candidate will be appointed to either one of the locations specified in the advert or, if nearer to their home, an alternative MoJ office location in the region which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed upon completion of pre-employment checks.
