Local CIB UK Finance Function is responsible for elaborating and processing financial information, and for carrying out a mission of independent control to manage risks related to accounting and financial information for a scope of entities under its remit.

Local Finance is accountable towards entities executive management and the supervisors that the financial, regulatory, management and tax reporting of entities monitored are performed in compliance with the obligations in force in the United Kingdom.

Local Finance manage relations with entities statutory auditors, have the duty to alert about any problem, especially with regard to any major accounting or financial resources reporting failure, identified by the team, the auditors or the supervisor. The team ensure the implementation of recommendations concerning Finance, made by Inspection Générale, the statutory auditors and the supervisors. Local Finance share with Finance and Strategy all information needed to manage and understand the entities accounting and financial information and to the Group’s financial steering.

The UK Finance ’Finance Solutions Office’ (FSO) is driving the implementation of the Finance & Strategy (F&S) target systems. FSO teams support Finance projects delivery in a reinforced collaboration with the business lines and the Finance & Strategy production teams.

Drive delivery and undertake detailed analysis within the sphere of UK local regulatory reporting projects.

Participate in transformation projects and initiatives for the function.

Key Responsibilities

  • Drive delivery of Finance projects within the sphere of UK local regulatory reporting.
  • Write ‘business requirements’ documents to formalise local regulatory reporting needs.
  • Write ‘functional specifications’ documents to articulate to Fresh/IT how systems architecture can be used to meet requirements.
  • Be an integral part of the testing of local regulatory reporting solutions. Plan test cycles and construct test scripts to ensure full test coverage of the target solution. Execute system testing and document and present results. Assist with User Acceptance Testing.
  • Construct and maintain clear project plans.
  • Develop and maintain key metric reporting to provide clarity on project status.
  • Work with FIP UK team (Finance Implementation Project) to understand the changing needs of business and impact on Local Regulatory Reporting (LRR). Ensure that appropriate communication and understanding of LRR requirements is articulated clearly for each project impacting London Branch.
  • Participate in transformation projects and initiatives for the function.
  • Ensure the adaptation of all processes impacted within Finance teams, operational teams, risk teams and business teams and redesign TOM when necessary.
  • Ensure that adequate project governance is put in place to allow the project to be visible to its stakeholders.

The Requirements

  • Project management experience within accounting systems, reporting tools, finance processes and procedures and controls.
  • Strong accounting knowledge, evidenced by formal accounting training / professional accounting qualification.
  • Establishes relationships with the business to identify business requirements and provide appropriate support.
  • A basic understanding of the regulatory framework around UK banks, particularly the statistical reporting to the Bank of England, and regulatory reporting to the Prudential Regulatory Authority.
  • Ability to drill into accounting and extra accounting data in the General Ledger, and ability to link this to the requirements of the regulator.
  • Any experience using Wolters Klewer’s Data Foundations tool, or an alternative finance system used in constructing local regulatory reporting an advantage.
  • Some knowledge of Global Market and/or Global Banking financial products such as securities, derivatives, commodities, securitization, trade finance, structured finance, cash management.
  • Excellent written and oral English skills in order to articulate technical issues and to be able to take the complex and make simple to enable effective communication with individuals across the business
  • Relevant experience in the financial services industry or in a consultancy profession.
