AGENCY INFORMATION: The Office of the State Auditor acts as the external independent auditor of the State of Maine, conducting financial and compliance audits of State government. The Office has the statutory authority to audit all accounts and other financial records of State government, including any counties, municipalities, and any organization, institution or other entity receiving or requesting an appropriation or grant from State government. The Office conducts its audits in accordance with auditing standards generally accepted in the United States of America; the standards applicable to financial audits contained in Governmental Auditing Standards issued by the Comptroller of the United States; and the audit requirements of Title 2 U.S. Code of Federal Regulations, part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). The Office is also authorized to review departmental budgets and capital programs for better and efficient management of State government, to serve as a staff agency to the Legislature in making investigations of State's finances.
JOB DUTIES
The IT Principal Auditor serves as an expert providing technical and audit support for planning, designing and performance of audit assignments in accordance with the U.S. Government Accountability Office (GAO), Federal Information System Controls Audit Manual (FISCAM), and Information System Audit and Control Association (ISACA) guidance. The IT Principal provides guidance on the proper interpretation and practical application of those principles. The daily responsibilities of an IT Principal Auditor include:
Responsibilities also include developing written audit findings and recommendations based on IT control testing results, and conducting special projects approved by the State Auditor. Work is performed independently, yet subject to review by Senior Leadership.
The background of well-qualified candidates will demonstrate the following competencies:
In-depth knowledge of IT auditing standards, principles, techniques, methodologies, and practices promulgated by the U.S. GAO, FISCAM and the Information System Audit and Control Association (ISACA). Ability to communicate effectively orally and in writing as a subject matter expert. Ability to establish and lead a team of any size, including effective and efficient planning, organizing, assigning, and directing of procedures to fulfill audit objectives. Ability to research and interpret complex technology-related State and Federal laws, rules, regulations, compliance requirements, and technical information. Ability to develop and implement audit policies and procedures based on new auditing standards or accounting pronouncements. Ability to interpret complex State agency policies and procedures for audit planning purposes. Ability to conduct complex or high-profile information technology control audits of governmental entities. Ability to effectively analyze and interpret complex IT system designs, logic, functionality, organizational procedures, workflow, and related processes. Ability to instruct personnel to apply expert data extraction and data analytics techniques, analyze and interpret results, form conclusions, and design and coordinate action plans based on results. Ability to assess audit risk for complex information technology systems and processes, and effectively adjust to changes as necessary. Ability to effectively and efficiently secure facts through investigation and interviewing. Ability to develop effective and efficient testing strategies to verify IT system functionality and controls. Ability to review and advise auditors on how to effectively and consistently conclude whether agency IT controls meet requirements based on audit testing results. Ability to prepare and defend controversial or high-profile audit findings and recommend appropriate corrective action. Ability to provide consistent and effective audit finding review and categorization. Ability to effectively write, review, and formally present technical workpapers, reports and other documents. Ability to review work of professional staff for accuracy, completeness, and adherence to professional auditing standards. Ability to present before Legislative committees and other high-level meetings with State agency personnel.
MINIMUM QUALIFICATIONS
A Bachelor's degree in Computer Science and/or Management Information Systems or related field; AND Five (5) years' experience in information systems audit, control, assurance, or security to include at least three (3) years of supervisory experience, AND certification as a Certified Information System Auditor (CISA) or Certified Public Accountant (CPA) is required within the first twelve (12) months of employment.

(These must be met by all employees prior to attaining permanent status in this class). Certified Information System Auditors (CISA) or Certified Public Accountant (CPA) designation.
