CAAS is an ISO 9001:2015 certified organisation with over 100 years of history. CAAS provides support across Defence to develop Cost Management capability and confidence, as well as supporting Head Office assurance. Cost Management is the Department’s integrated approach to informing, monitoring, and controlling cost, schedule, and broader financial risk throughout the Defence acquisition lifecycle. Our work is delivered by a multi-disciplinary team of approximately 300 professionals working from 14 regional sites across the UK. Much of our staff are Cost Estimators, Engineers and Accountancy specialists working on priority Defence Projects across Submarines, Ships, Aircrafts and Land Equipment which are rarely out of the news. This gives a unique insight into the fascinating world of nuclear science, engineering, and technology.
This position is advertised at 37 hours per week however, CAAS operate a blended hybrid working policy subject to business need. There is flexibility to split the working week combining working at home and spending a minimum of 40% in the workplace, unless exceptional circumstances apply and/or you are an existing contractual home worker.
Job description
The post is responsible for the leadership, direction and guidance of accountancy teams at Executive Officer to Grade 7 levels in the provision of specialist accountancy and costing advice to both internal and external customers in the acquisition of defence equipment and in-service support.
You will provide costing advice on the charging and recovery of costs related to single source procurement to UK and overseas customers in accordance with the relevant procurement regulations such as the Single Source Contract Regulations (SSCR) and the Federal Acquisition Regulations (FAR).
You will determine action and delivery plans, team priorities and the allocation of resources and be responsible for providing assurance of team outputs with respect to the investigation of Cost Recovery Rates, Capital Servicing Allowances (CSAs), Overseas Audits and cost claims with a portfolio of defence suppliers. You will provide expert advice and support to staff, senior representatives of MOD Project Teams and Commercial teams.
Desirable: Hold two or more intermediate Finance Competence Framework assessments (FCF5) or a willingness to undertake in post.
Person specification
The job holder must be a CCAB/CIMA qualified accountant (or equivalent) with considerable experience that would be expected of an established finance professional who has experience of working with people across all levels, managing and leading teams and staff development.
The incumbent must possess excellent relationship management and communication skills and be able to work effectively using their own initiative and in a team environment. You will have strong analytical skills and be able to coach and guide staff to interpret complex data and be able to provide technical support and expert advice to senior stakeholders with decision-making.
Past experience/skills:
- Applicants should possess considerable experience in cost and financial accounting, Financial Reporting Standards and cost recovery methodologies.
- Have experience at a senior level of cost management functions including cost estimating, cost control and analysis and financial reporting systems.
- Be fully proficient in Microsoft Excel including formulae, look-ups, pivots and similar analytical tools.
