Job overview
Fixed term / Secondment for 2 years due to funding
The Financial Services & Accounting Manager is a senior finance professional within Velindre NHS Trust and will report to the Head of Financial Operations. They will have responsibility for the day-to-day performance and management of the Financial Services & Accounting function.
Main duties of the job
The role provides direct support to the Head of Financial Operations in the delivery of the corporate finance agenda and will be one of three senior managers who will deputise in their absence. The post holder will work closely with the Financial Planning & Reporting Manager and the Capital Planning & Accounting Manager, and will provide cover for these roles in the absence of either.
This post is a secondment for 2 years to meet the needs of the service

Qualifications
Essential criteria
- Qualified Accountant (equivalent to Masters level) with CCAB membership and significant post qualification experience.
- Evidence of continuing professional development within an NHS environment.
- Up to date knowledge of latest accounting standards & recommendations.
Experience
Essential criteria
- Considerable experience working at a senior level within NHS finance or a similarly complex organisation.
- Experience of managing the day to day operations of a financial services, accounting and systems function.
- Experience of dealing with multiple stakeholders with conflicting priorities
- Significant experience in a managerial position including recruitment, management, setting workload, appraising and developing staff.
Desirable criteria
- Detailed understanding of the operation of NHS Finance.
- In depth understanding of a Trust’s financial controls.
Skills
Essential criteria
- Able to plan and organise workload for self & department.
- Able to review & determine areas of work which would benefit from improvement.
- Excellent written and verbal communication skills.
- Able to present confidently to large and small audiences; able to present and explain highly complex financial information in a manner that can be understood by non finance managers.
- Strong analytical skills with the ability to solve highly complex financial problems which may require comparative or option appraisal techniques.
- Ability to challenge in a constructive way as necessary, all financial procedures and processes.
- Able to carry out advanced spreadsheet modelling / forecasting, including the use of complex and discounted cash flow techniques.
- Expert working knowledge of Microsoft Excel, and good knowledge of other Microsoft Office packages.
- Able to work with a wide range of disciplines at all levels.
- Highly organised and able to work well and methodically under pressure whilst maintaining good communication and work standards.
- Ability to deputise for the Head of Financial Operations or Deputy Director of Finance when required and work confidently with the Executive Management Team / Board of Directors
Desirable criteria
- A proven record of achievement in financial management, including the ability to provide advice to, and work with professionals on a team basis.
- Able to speak Welsh.
Knowledge
Essential criteria
- Specialist knowledge of Financial Reporting Standards and financial accounting legislation, procedures and good practice.
- Detailed knowledge of HMRC legislation concerning VAT, PAYE & National Insurance.
- Good knowledge and understanding of Finance & IT Systems
Desirable criteria
- Extensive understanding of NHS accounting and reporting regime.
