DEFRA is the UK government department responsible for safeguarding our natural environment, supporting our world-leading food and farming industry, and sustaining a thriving rural economy. Our broad remit means we play a major role in people's day-to-day life, from the food we eat, and the air we breathe, to the water we drink.

The role sits primarily within the Defra group Finance Rural Payment Agency (RPA) team but also cuts across into the wider Defra group to the Future Farming and Countryside Programme.

The RPA is an executive agency of Defra with responsibility for making payments to farmers across a range of direct payment, rural and environmental development schemes in England.

The RPA is undergoing a significant transformation as scheme funding shifts from EU to UK exchequer based, supporting the continuation of retained schemes and the development of new schemes under the Future Farming and Countryside Programme.

This brings new challenges for the agency in ensuring expenditure within those schemes is correctly forecast and accounted for within a revised domestic control environment.

The role expands an existing team and will work closely with Scheme Modelling and Finance Business Partner colleagues to define the scheme accounting landscape providing effective forecasting and accounting and associated cash management for all schemes.

The role will work with colleagues across the RPA and wider Defra group to develop a robust reporting framework for all schemes delivered by RPA to facilitate effective budget management and compliant accounting for internal management reporting and external statutory reporting.

This is an exciting and fast-moving time for RPA Finance as the scheme portfolio expands and the changes to the funding model bring increasing complexity and the need for rigorous financial management.  This key operational finance role is central to the RPA scheme finance offering and provides an opportunity to develop key technical skills while developing a full end to end service supporting both the RPA and the Future Farming Programme.
