The Role
The Finance Manager is a key role in the OPR's Corporate Services Team. The successful candidate will manage the day-to-day financial accounting and financial reporting processes in the OPR and will also be responsible for a number of financial management areas including internal and external audit, fixed asset management and procurement. This is an exciting opportunity for a suitably qualified/experienced candidate to work in a dynamic environment and to significantly contribute to the future direction of the OPR's finance function. It is also envisaged that the Finance Manager will lead the implementation of OPR's new accounting software (currently Sage on outsourced software).

The Role

This is an exciting opportunity for a suitably qualified/experienced candidate to work in a dynamic environment and to significantly contribute to the future direction of the OPR's finance function. It is also envisaged that the Finance Manager will lead the implementation of OPR's new accounting software (currently Sage on outsourced software).
The role entails:
- Overseeing the accounts payable and accounts receivable functions and ensuring that all payments are processed correctly and in a timely manner, initially in conjunction with outsourced support and through own accounting software in due course;
- Assisting in the preparation of quarterly management accounts and statutory Financial Statements;
- Contributing to the budgeting/estimates process;
- Preparing monthly expenditure reports and variance analysis for senior management and parent Department; management of the fixed asset register;
- Liaison with Internal Auditor and the Office of the Comptroller & Auditor General;
- Providing secretarial support to the Audit Committee;
- Support information and training sessions for staff regarding ethical frameworks and requirements both remotely and in person;
- Other duties as may be assigned from time to time s;
Essential criteria
Candidates must, on or before 14 December 2022, possess or demonstrate:
- One of the following qualifications in the area of finance and accounting: part or full accountancy qualification achieved through a recognised accountancy body or accounting technician or an equivalent financial qualification;
- Experience of working in an accounts or financial reporting area;
- Excellent numerical and accuracy skills and strong attention to detail;
- Knowledge of public sector accounting or the ability to quickly acquire same;
- Excellent time management skills including the ability to meet numerous deadlines;
- Experience at working both independently, with minimum supervision and in a team oriented, collaborative environment;
- Excellent interpersonal skills and the ability to establish a good working relationship with a variety of stakeholders;
- Ability to work on one's own initiative;
- Excellent communication skills (both written and oral) with good report writing and presentation skills;
Desirable qualities
- Experience in procurement, including the management of high value procurements or the use of eTenders;
- Experience in the preparation of management accounts and/or financial statements
- Previous staff management experience;
- Ability to interact using Irish language
