Overview
The Head of Finance is responsible for financial planning and management for the Agency. This includes advising the Agency’s Strategic Board and supporting the Chief Executive in his Accountable Officer role while ensuring that robust arrangements are in place for accurate financial management and reporting.
The role involves working closely with colleagues in the Scottish Government Finance Directorate and Disclosure Scotland’s Head of Strategic Finance; building and maintaining excellent working relationships and communication arrangements with them. You will understand the needs of the business while having the ability to connect with and support the corporate financial landscape will be essential in this role.
You will be responsible for managing the Agency's finances in accordance with Scottish Government’s financial policies and guidelines as outlined in the Scottish Public Finance Manual. You will also be responsible for the preparation of the Agency's annual accounts on an accrual basis. In addition, you will be looked to for the application of your technical accounting advice in relation to the development of policy and business issues affecting the future direction of the Agency.
The post is based in Pacific Quay in Glasgow. It offers the opportunity to contribute to the strategic development of a delivery focused revenue generating organisation.
Responsibilities
• Providing professional technical accounting and budgeting advice, analysis and scrutiny of financial proposals to support business areas and contribute to future business strategies.
• Preparing the Agency's annual accounts in accordance with the FReM and other accounting guidelines and regulations.
• Completing the associated Scottish Government Consolidation and Whole of Government Accounts packs.
• You will liaise with Audit Scotland and Internal Audit, on both annual accounts and activity audits, throughout year, and provide comments and management responses on draft audit reports. Advise the Chief Executive as Accountable Officer on any responses required to audit reports.
• Presenting complex financial information clearly both verbally and in writing to support organisational decision-making. Additionally the post holder will advise on financial implications of policy developments within Scottish Government and, on specific issues, from other Government Departments (e.g. Home Office).
