Who we are looking for

Reporting to the Managing Director within the Organisation and Governance Management, the VP has responsibilities for overseeing the FLOD Anti-Money Laundering and Sanctions (”AML”) activities within State Street Fund Services (Ireland) Limited and State Street Custodial Services (Ireland) Limited in State Street Ireland.

Why this role is important to us

Having a strategic vision, the VP will continue to drive and execute the FLOD AML program across the business in Ireland. The VP will be responsible for the FLOD AML governance model for monitoring purposes and for reporting to the MLRO, senior management, compliance and risk committees and the board of directors of the legal entities where relevant from FLOD perspective. The VP will influence all stake-holders, both in Ireland and across the State Street Group globally to build positive relationships, drive best practice and evidence proper control over the local and outsourced AML activities. With responsibility for a small team the VP will ensure tasks are executed in a timely and efficient manner to meet all Policy and Regulatory requirements. The VP will champion and demonstrate a strong risk and compliance mindset and act in accordance with Risk Excellence and role model ethical behavior and decision making.

What you will be responsible for

As Head of First Line of Defence AML Team you will be responsible for

  • Head of the FLOD AML & Sanctions team for the Irish Legal entities and responsible for oversight of the outsourced activities of the FLOD AML operations including periodic reviews of customers and screening and monitoring activities.
  • Manage and monitor the team tasks and ensure all team tasks and key reporting are completed accurately in a timely manner in line with the policy and related procedures and controls.
  • Contribute, present and communicate clearly on FLOD AML and Sanctions matters to all stakeholders locally and globally.
  • Represent SSFSIL and SSCSIL FLOD AML at various global and local relevant committees/working groups/forums across Ireland, EMEA and globally.
  • Collaborate and communicate with colleagues internally across departments and jurisdictions on various matters, fitting global program and applying group level strategy in local environment.
  • Act as an escalation point for the business on FLOD AML matters.
  • Manage, monitor and drive the AML FLOD program to ensure ongoing compliance with Regulatory and Policy requirements, recommend and implement enhancements as required.
  • As Outsourcing Engagement Manager (“OEM”) report and monitor the performance of the oversight of outsourced activities.
  • With a strategic vision look to implement improved oversight structures, create and implement tools for effective monitoring and reporting of activities, reported within the monthly FLOD AML report.
  • Ensure controls and procedures correctly reflect the requirements of the Central Bank of Ireland requirements and the State Street AML Framework and manage the preparation and updating of procedures and controls.
  • Identify and manage change or projects as the team requires it.
  • Manage and respond to the Central Bank of Ireland queries, on-site visit preparation and follow-on requests for information from a FLOD perspective.
  • Manage and respond to internal audit and compliance reviews, provide professional challenge and implement agreed recommendations.
  • Establish good working relationships with key functional teams across the business and with outsourced service providers.
  • Maintain the highest level of personal integrity in all dealings thereby mitigating reputational risk to State Street and its customers.
  • Provide regular feedback and dialogue to ensure optimal employee engagement.
  • Lead and support employee engagement initiatives; embed inclusion and diversity culture into the FLOD AML team and the broader organisation.

Education & Preferred Qualifications

  • University Degree in Law or Banking, Finance, Economics,
  • Minimum 10 years of experience in the Banking and Investment Fund business
  • Proficient knowledge of the Central Bank of Ireland requirements, specifically AML and Outsourcing.
  • Track record in implementing change across functions.
  • Excellent leadership skills.
  • Excellent communication skills, both verbal and written, to various situations and audiences.
  • Excellent organisation skills.
  • Financial Services background would be preferred.
  • Ability to analyse relevant reporting and business data and assess the adequacy of status updates is essential.
  • Advanced computer skills (MS Office: Excel, Word, PowerPoint, and Outlook)
