About the role

This is a fantastic opportunity to join a small friendly and well established payroll team, working in partnership with Peterborough City Council to deliver an end of to end payroll service. This role would suit an experienced payroll officer with at least two years payroll experience who is looking to develop their payroll knowledge and skills further to senior level. The role will be agile and at Serco we have a flexible working approach.

As an entry level Senior Payroll Officer, you will provide an accurate, effective, economic transactional processing service, administering payment payroll and pension data.

You will Keep up to date with all relevant technical legislation and best practice, ensure that legislation and policy are accurately interpreted and applied, and where necessary, work with key stakeholders and others to resolve queries. Provide specialist advice and support to Payroll Officers and council staff as required.

You will assist the Payroll and HR Support Manager in resolving any shortfalls in service delivery, making sure funding is properly authorised and available in conjunction with Operational Support. Ensure smooth running of monthly and year end processes and returns for payroll and pensions, including HMRC, Teachers, NHS and Local Government Pension returns.

What you'll need to do the role:

You will need two years' experience working in a payroll environment, hold the ability to self-motive and work productively whilst remote working.

To be successful in the role you will naturally hold strong attention to detail, particularly when working under pressure and to tight deadlines.

You will accurately maintain and assist in all aspects of the preparation and production of the monthly payrolls, including expense and benefit administration, for Peterborough City Council and schools staff, working closely with key stakeholders within the council.

Key Responsibilities
  • To oversee the maintenance of the monthly payroll records using the existing payroll and workflow software [ResourceLink and Information@work]
  • Ensure that the payroll records are updated for new starters, leavers and in post contract changes.
  • To supervise the process of checking, paying and recording staff expense claims, additional pay claims and any other temporary payments and/or deductions.
  • Control monthly checklists for each pay group as assigned to ensure all steps are completed throughout the monthly cycle.
  • Produce monthly reports using Business Objects reporting software to assist with the smooth running of the payroll and to interface with finance systems within the council.
  • To record and pay over to HM Revenue & Customs all income tax, national insurance, statutory payments and student loans in an accurate and timely manner.
  • To administer enrolment to the relevant pension scheme where eligible, accurate deductions of contributions and data returns to the three pension providers.
  • Ensure all statutory deductions and pension contributions are administered correctly and in line with current legislation.
  • Assist in the preparation of statutory month end and year-end tax returns
  • HM Revenue & Customs and year-end reporting.
  • Assisting staff pay and pension queries by telephone or email.
