The successful candidate will be a member of the HIA’s senior management team and provide leadership to support the Chief Executive Officer to deliver on the vision for the Health Insurance Authority.  They will be accountable for the efficient and effective operational delivery of the HIA’s functions, including financial reporting of the HIA and the Risk Equalisation Fund (REF). 

Role Specification

The specific role involves:

  • Finance:
  • Lead the annual budgeting process, ensuring that changes to assumptions and financial impacts are captured within the HIA budget.
  • Manage the annual operating budget, as well as providing operational support to the Risk Equalisation Fund. Oversee effective contract management of all third-party contractors engaged by the HIA
  • Preparation of annual business plans and reports.
  • Preparation of quarterly HIA management accounts and reports.
  • Preparation of Annual Reports and Accounts
  • Monitoring and managing the HIA's bank relationships and treasury and liquidity management. 
  • Responsible for compliance with tax laws and regulations including the submission of all tax and regulatory filings
  • Management and coordination of the programme of internal audits, including the annual Internal Financial Controls Audit.
  • Lead the year end audit with the Comptroller & Auditor General.
  • Human Resources: Ensure staff are professionally recruited, managed, and developed.  Head of Operations will be responsible for human resource management including workforce planning, develop and manage the administration of HR policies and procedures, recruitment, training and development, payroll and pension processing and employee relations.
  • Procurement: Responsible for oversight of procurement, ensuring compliance with public procurement policy and Irish and EU regulations and management of the tendering process.
  • Act as Chief Risk Officer identifying, evaluating, and managing the risks faced by the Authority, and reporting to ARC and Board.
  • ICT: Developing and operating effective governance over all ICT systems and leading on ICT developments.
  • Facilities management – ensure the effective operation of the HIA offices.
  • Corporate Governance - managing the corporate governance and regulatory requirements and obligations of the Authority. Acting as Secretary to the Members of the Authority.
